Job Description
The Finance Officer will collaborate with the Country Manager to ensure the successful financial management of Ghana’s WSUP country programme. The function will be responsible for financial administration, including providing up-to-date financial information and budget management, as well as assisting the Country Manager in ensuring that financial resources are used as efficiently as possible. They will also be heavily involved in generating project budgets and financing bids.
Moreover, The Finance Officer will report to the Country Manager and be responsible for informing and consulting with the UK-based Secretariat.
Main responsibilities and tasks.
Accounting
- Process all disbursements related to the program office, including proper authorization by the budget manager according to WSUP’s Delegation of Authority, proper coding according to the WSUP code lists, data acquisition onto the accounting system, and payments to suppliers by due dates.
- Promptly compute and handle payments for all local taxes, and record them according to WSUP regulations.
- Process petty cash, cash advance, and staff cost claims promptly and under WSUP rules.
- Reconcile petty cash, cash advances, and credit card balances, and make sure all papers are saved in the appropriate files.
- Post cash payments and expenses to SUN (training will be provided).
- Post journals for credit card transactions and reconcile the credit card account.
- Process new suppliers under the WSUP processes and procedures.
- Process bills via IPOS for payment, coordinating with the Secretariat Finance Officer throughout the process.
- Monitoring, coordinating, and reviewing all contracts to guarantee their execution conforms with the agreed-upon terms.
- Set up all payments on your ABSA online bank account for payment.
- Prepare a monthly balance sheet and other reconciliations.
- Process the monthly payroll and ensure that any salary modifications or deductions have been applied accurately.
- Maintain an up-to-date asset registry for all assets and liabilities held over GBP1,000, computer and office equipment, and cars, and ensure adequate vehicle management.
- Maintaining a good relationship with the bank, ensuring that all appropriate documents are received by WSUP and all staff changes are reflected in bank mandates.
Balance sheet and control account reconciliation
- Bank accounts are reconciled monthly following the timetable deadlines.
- Monthly reconciliation of Petty Cash Accounts following monthly deadlines.
- Monthly reconciliation of supplier accounts following the monthly timetable deadlines.
- Monthly reconciliation of all other balance sheet accounts, such as debtors and creditors, addressing any errors within the monthly schedule requirements.
- Monthly reconcile the withholding tax (WHT) account and ensure that payments are promptly paid to applicable tax authorities, with relevant supporting documents.
- Respond to all bank-related payment inquiries, such as returned payments.
- Reconciliation of retention balances occurs at least once a quarter.
Project Reporting
- Prepare and review project budgets, assuring accuracy before informing the larger teams.
- Work with the Country Manager and the Secretariat to create financial reports for financing purposes.
- Analyse and monitor internal financial records, and prepare for internal review as directed by the Country Manager.
- Collaborate with the Country Manager and the fundraising team to submit grant applications to local and international agencies.
Compliance
- Monitor and maintain compliance with tax and other national financial regulations.
- Evaluate the impact of compliance modifications to WSUP and communicate them to the Country Manager and Financial Controller.
- Monitor and manage the cycle of all statutory tax payments and filing procedures, ensuring they are fulfilled on schedule and under local legislation.
Other
- Support the Country and WSUP Secretariat Finance team with financial audits.
- Adhere to and comply with all WSUP policies and procedures.
- Facilitate and execute finance training for Ghana staff as needed.
- Responsibilities may include additional duties assigned by the Country Manager.

Qualifications and Experience
- Accounting qualification or studying for an accounting qualification. (A) Experience with accounting software, including SUN accounts, Sage, and QuickBooks. (A) Knowledge and experience in building and upgrading processes.
- Strong comprehension of basic accounting principles and the ability to apply them in practice (A, I)
- Good comprehension of foreign currency management (A, I).
- Demonstrates proficiency in online banking management.
- Professional and discreet, with the ability to recognize when information needs to be kept confidential (I). Excellent planning, organization, and time management abilities, with the capacity to operate under pressure and prioritize a tough assignment (A, I).
- Demonstrates meticulous attention to detail while meeting deadlines (A,I) – Collaborates with all departments to build strong relationships and credibility (I) – Takes a proactive approach to problem-solving (I) – Communicates clearly and confidently in writing and verbally, providing advice with confidence and tact.
- Minimum intermediate level of Excel, with the ability to employ complex formulas and functions (A, T).
- Proficient in Microsoft Office, including Outlook, Word, and PowerPoint (A) Ability to work well under pressure (I) Hands-on approach and teamwork (I)
- Excellent written and vocal English communication abilities (A).

Qualifications, Experience, Knowledge, and Skills
- Accounting experience in the charity or non-profit sector.
