Parliamentary Service Of Ghana Jobs for July 2024

Applications from adequately qualified candidates are solicited to fill the following positions in Ghana’s Parliamentary Service.

1. Director of ICT

Main Duties and Responsibilities

The Director of ICT shall provide support to the Clerk and Management of the Service through the coordinating director (ICT and Publishing) by executing the following tasks:

  • Lead technical development, acquisition, and maintenance of computer-based systems, hardware, and accessories.
  • Evaluate new technologies and advise management on their relevance to parliament.
  • Manage LAN operating systems and software.
  • Oversee website development and maintenance.
  • Oversee installation, configuration, and maintenance.
  • Develop and implement the department’s strategic plan, which will be integrated into the institution’s strategic plan.
  • Carry out any additional obligations assigned by the Clerk to Parliament.

Qualifications & Experience

  • A good first degree in Computer Science, Information Technology, Management Information Systems, or a relevant Engineering discipline from a recognized university with a minimum of 10 years of relevant post-qualification experience, plus a Master’s degree in the relevant subject with at least 3 years experience on a grade analogous to that of a Deputy Director in a public service institution.
  • A Master’s degree in Computer Science, Information Technology, Management Information Systems, or a similar Engineering area with at least 6 years post-qualification experience and at least 3 years in a grade analogous to that of a Deputy Director in a public service organization.

Age Requirement: Applicants for the position shall not be older than 50 years of age on the date of appointment into Parliamentary Service.

2. Director of Research

Main duties and responsibilities

The Director of Research shall support the Clerk and Management of the Service through the coordinating director (research, data management, and library), by executing the following duties:

  • Generate trustworthy and accurate data to meet the information needs of Parliament and the Parliamentary Service.
  • Oversee the preparation of briefs/written reports/papers on parliamentary and constitutional developments, and give background knowledge on topical and policy matters to MPs and committees.
  • Create and perform suitable research/surveys on national issues, and disseminate reports to satisfy the needs of MPs and Committees.
  • Plan and organize efforts for providing research services to MPs, committees, and the Parliamentary Service.
  • Lead a research team to respond to information requests from MPs and Parliamentary committees.
  • Develop and implement the department’s strategic plan to align with the institution’s strategic plan.
  • Perform other duties as assigned by the Clerk to Parliament.

Qualifications & Experience

  • A good first degree in any social science or a relevant discipline from a recognized university with a minimum of 10 years of relevant post-qualification experience plus a master’s degree, preferably a master of Philosophy degree in the relevant subject with at least 3 years experience on a grade analogous to the post of a deputy director in a public service institution.
  • Possess a research master’s degree, preferably a master’s degree in social science or a relevant discipline, with at least 6 years of post-qualification experience and at least 3 years on a grade equivalent to a deputy director in a public service institution.
  • Familiarity with statistical packages such as Excel, SPSS, and STATA for data analysis.
