POSITION: Senior Administrative Officer 

The Regional Office for Africa (RAF) oversees FAO’s regional food security, agriculture, and rural development goals by identifying, planning, and implementing priority activities. It guarantees transdisciplinary programmes, defines regional priorities for FAO, and develops, promotes, and oversees FAO’s strategy response to regional priorities in partnership with headquarters Divisions.

RAF also advises on incorporating regional priorities into the Organization’s Programme of Work and Budget, implements agreed regional programmes and projects, supervises implementation, and highlights issues. RAF works with regional institutions like REIOs. The Regional Office promotes regional food security, agriculture, and rural development policy discourse, regional collaborations, and capacity development and resource mobilisation.

This position is at Accra, Ghana’s Regional Office for Africa (RAF).

Report Lines

The Senior Administrative Officer reports to the Chief, Integrated Operations Support (Chief of Administration, Logistics, and Operations) and functionally to the ADG/RR for Africa. He/she routinely consults FAO headquarters in Rome for administrative and related instructions.

Technical Focus

Manage logistics (facilities, registry, travel, medical, meetings, courier), IT, protocol, and other administrative support services. Effective and efficient service supply, modernization, innovation, and change management using results-focused management principles, corporate processes, practices, procedures, and applications. Risk, supervision, and control with simplified bureaucracy and back-office services.

Key Results

Provide leadership, technical, and policy guidance for project, product, and service planning, development, and implementation in compliance with the FAO Strategic Framework and Gender Policy.

Key Functions

  • Advises the Assistant Director-General/Regional Representative (ADG/RR) on FAO’s regional programme of work and budget and ensures that it aligns with Regional Office work plans and the approved programme.
  • Helps the ADG/RR run the Regional Office and advises on a variety of management and administrative issues, focusing on human and financial resource planning and use.
  • Aids regional programmes and the Shared Services Centre (SSC).
  • Monitors Regular Programme and field project money; prepares, monitors and revises the Regional Office’s budget; controls financial commitments, expenditures and monthly budgetary reports.
  • Identifies operational, administrative, and other restrictions that may hinder programme implementation and recommends ways to improve quality, timeliness, and cost.
  • Provides stable IT infrastructure and strategy for the Regional Office.
  • Helps organise the Regional Conference, World Food Day, and other major events.
  • Resolves complex issues with headquarters units and the Internal and External Auditors;
  • Prepares management responses to audit observations and queries; liaises with other UN agencies in the Regional Office on common services; and participates in UN Operations Management Team (OMT) meetings as needed.
  • Maintains office premises and space requirements, ensuring security and MOSS/E-MOSS compliance.
  • Helps FAO Country, Liaison, and Subregional Offices with assistance and administration.
  • Completes further tasks as needed.

Particular Functions

  • The ADG/RR and the Chief, Integrated Operations Support (Chief of Administration, Logistics, and Operations) receive advice on a wide range of administrative, premises-related, and security issues affecting the Regional Office.
  • Ensures expenses are accurate and follow guidelines and internal control mechanisms are working.
  • Controls expenditures and periodic reporting within limitations.
  • Works with the Designated Official for Security and the UNDSS Chief Security Adviser on all security concerns and attends coordination meetings.
  • Communicates with headquarters units to handle complicated issues and the Internal and External Auditors; prepares management responses to audit observations and queries; collaborates with other UN agencies on common services; and attends UN OMT meetings as needed.
  • Maintains UN Common security policies, procedures, and standards and follows UNDSS recommendations.
  • Ensures prompt security alert notification and UNDSS briefing as needed.
  • Manages technological facilities and installations’ maintenance, insurance, and operation, minimising risks.
  • Manages office records online and offline and advises programme and project staff on record management.
  • Attends Regional Office coordination meetings, evaluates team members, and offers suggestions.
  • Develops results-based management policies, monitoring, and reporting methods.
  • Develops, implements, and oversees business activities, analyses operational, administrative, IT, and other restrictions, and proposes quality, timeliness, and cost-effective solutions.
  • Works well with government colleagues to ensure government contributions to the work agenda.
  • Attends review meetings to evaluate management and operational capacities and implementing partners’ reliability and solvency.
  • Optimises Regional Office buildings management, space distribution, and services for refurbishment and maintenance, and provides proper security and SRM compliance.
  • Coordinates logistics, leasing negotiations, and Host nation Agreement operations with host nation authorities.
  • Coordinates and attends meetings, workshops, and celebrations.
  • Helps regional Subregional, FAO Country, and Liaison Offices with assistance and administration.

Candidates will be evaluated against these

Minimum Needed

  • Advanced university degree in business, public administration, accounting, or comparable discipline.
  • Experience in financial management, administration, and planning for 10 years.
  • English proficiency (C) and French intermediate (B).

  • Experience managing, monitoring, and assessing work programmes and resources.
  • Ability, initiative, and judgement to upgrade, modernise, and innovate company processes and support change management activities, including employing novel technology, methodologies, and tools to manage teams, business processes, and results.
  • Knowledge and familiarity with UN system operational procedures and databases, accounting and financial modules, and business applications desired.
  • Level and relevance of risk management experience.
  • Computer literacy, particularly complicated international organisation computerised accounting systems.
