Job Description
PROGRAM DESCRIPTION:
OTI’s Littorals Regional Initiative (LRI) program can help local counterparts in specific West African coastal states withstand the increasing pressures of VEOs by addressing instability factors such as localized conflict, ethno-religious marginalization, a lack of understanding of the VEO threat, local grievances against governance structures, and weak social cohesion. LRI complements USAID’s overall engagement in the region by providing short-term, focused programming that reduces opportunities for VEO expansion and assists national governments and local communities in developing preventative capacity.

POSITION SUMMARY:
The funds Officer will manage funds effectively and efficiently, designing flexible and innovative techniques to target critical zones. S/he will also ensure that the award Management and Administration function is constantly in conformity with Creative and USAID rules and procedures, as well as work to enhance the capacity of award beneficiaries and other grant management staff members
Primary Responsibilities:
The primary responsibilities include but are not limited to the following:
Activity Development
- Contribute actively to internal conversations about programming strategy and activity concepts.
- Conduct research and outreach to discover suitable program partners, consultants, and grantees.
- Assist the Senior Grants Manager in establishing specific scopes of work and solicitations (requests for applications, annual program statements).
- Work closely with the Senior Program Development Officer and Grantees to produce activity implementation plans and budgets.
- Conduct on-site capability assessments for grantees, including reviews of financial and administrative systems.
- Ensure that the activity backdrop, implementation plan, budget, and monitoring and evaluation plan are all cohesive and consistent.
Activity Implementation
- Ensure that Creative’s grant policies are followed, as described in the Field Manual and the program’s Activity Manual Addendum (Grants Manual).
- Update and maintain grant files in Creative’s grants management system, SharePoint, and the USAID/OTI web database.
- Regular communication with LRI grantees in the grants officer’s portfolio, at a least via a weekly phone call.
- Collaborate with the Senior Grants Manager to create Grant Agreements and related grant management documentation (negotiating memorandums, environmental compliance forms, etc.) in accordance with Creative’s policies and procedures.
- Conduct ad hoc site visits to learn how grantees are executing their awards. Create succinct activity notes to document such visits.
- Collaborate with the Monitoring, Evaluation, and Learning team and the Senior Grants Manager to ensure that activity notes are posted to the USAID/OTI database on a weekly basis.
- Facilitate grant kick-off meetings by working with finance, procurement, and program staff.
- Ensure quality control and data integrity in Creative’s and USAID/OTI online grant databases, as well as keeping the system’s data up to date.
- Monitor activity budgets and timetables, collaborating with the Programs, Procurement, and Finance departments to ensure activity-level expenditure is on track, and offer quality control for any necessary changes.
- Maintain a budget tracker for each activity and update it biweekly in close collaboration with finance personnel.
- Participate in the grants regional department’s weekly meetings and provide site updates.
Close-out
- Conduct a financial reconciliation of the activity budget in collaboration with Procurement and Finance staff, and notify the Senior Grants Manager that funds need to be de-obligated.
- Conduct a final review of the grant files, including media files (pictures and videos), to ensure they have been uploaded to Creative’s grants management system (SMART), SharePoint, and the USAID/OTI web database.
Teamwork and Relationship Management
- Work closely with the Senior Program Development Officer, the Procurement and Logistics Officer, and the Finance Officer.
- Work as part of a broader, multilingual program team operating in Benin, Togo, and Ghana, sharing and learning from the experiences of others.
- Present activity updates directly to USAID/OTI at weekly meetings; create Powerpoint slides that record the most recent activity updates.
- Assist the SGM in providing program staff and grantees with assistance and interpretations of Creative’s grant policies and procedures, as well as USG regulations.
- Assist the SGM in training and supporting Creative staff with grant compliance.
Required Skill or Experience
- A bachelor’s degree in a relevant discipline is essential, as is professional accounting or financial qualification.
- A minimum of four years of work experience, including three (3) years of professional experience working in complex and challenging field operational environments.
- A minimum of one (1) year of experience working on an overseas donor program that includes a grant component.
- Competence with computers and financial software.
- Understanding of budgeting and cost control management.
- Excellent written and spoken English skills.
- Must be willing to reside in Tamale, Northern Ghana.
- French language proficiency
- Must have existing work authorization in Ghana.
