POSITION: Senior Human Resources Business Partner Officer

Key Functions

  • Leads or participates in HR teams and committees across the organization and represents FAO at interagency meetings.
  • Works closely with top leaders and managers to align HR strategies with the organization’s goals and challenges, ensuring HR supports overall objectives.
  • Helps create workforce plans to predict staffing needs and monitors their implementation to ensure the organization has the right people with the right skills at the right time.
  • Works with hiring managers and recruitment teams to attract and hire key talent based on operational and program needs.
  • Supports managers in performance management, including setting expectations, evaluating performance, and providing feedback.
  • Identifies skill gaps and ensures staff receive training to enhance their abilities and support career growth while planning for future talent needs.
  • Assists with change initiatives by helping employees adjust to new processes and structures through clear communication and engagement.
  • Encourages a positive work environment by promoting a supportive culture, diversity, equity, and inclusion, and creating initiatives to improve employee satisfaction.
  • Analyzes organizational structures and recommends changes to improve efficiency and alignment with strategic goals, advising on team composition and roles.
  • Ensures HR practices follow established rules and contributes to policy development to reduce legal risks.
  • Uses HR data to understand workforce trends and program effectiveness, providing insights for decision-making and strategic recommendations to managers.
  • Reports on key HR metrics like turnover rates and employee engagement to track the impact of HR initiatives and find areas for improvement.
  • Advises managers on leadership, team dynamics, and people management, providing guidance and coaching.
  • Provides feedback to compensation specialists to ensure pay and benefits meet the organization’s needs for attracting and retaining talent.

Minimum Requirements

  • Advanced degree in human resources management, business administration, organizational development, law, or a related field.
  • Ten years of relevant experience in various HR areas, focusing on organizational design and talent acquisition.
  • Full proficiency in English and intermediate proficiency in another FAO official language (Arabic, Chinese, French, Russian, or Spanish).

Additional Requirements

  • Relevant experience in HR management, particularly in organizational design and talent acquisition.
  • Knowledge and experience in HR management within the United Nations system is a strong advantage.
  • Familiarity with computerized HR systems and their application.
  • Experience in designing and advocating for HR change initiatives.
  • Proven ability to solve complex HR issues while focusing on client needs.
  • An HR professional certification is a plus.
  • Proficiency in another FAO official language is a strong advantage.
