Position Description
JSI is now looking for an exceptional Deputy Resident Advisor (D-RA) to oversee the ongoing portfolio of operations related to the Country Health Information System and Data Use (CHISU). The United States Agency for International Development (USAID) funds a global cooperative agreement.
CHISU is a five-year program that focuses on building Health Information Systems (HIS), facilitating data sharing and use between systems, and assisting nations in becoming self-sufficient by increasing capacity for local leadership and engagement in all aspects of health data. As USAID’s flagship HIS and data project, CHISU’s collaboration with host country health managers, health workers, and other stakeholders revolves around four strategic goals:
- Host-country HIS governance and enabling environment have been strengthened.
- Improved accessibility and interoperability of high-quality health data and information systems.
- Increased demand for and application of health data and information to address health goals, gaps, and issues.
- Local partners’ organizational development has been strengthened to ensure long-term usage of health data.
Job Description
The D-RA will help to coordinate CHISU’s technical assistance to the Ghana Health Service (GHS) to strengthen the health information system, integrated disease surveillance, and response, the national HIS – District Health Information Management System version -2 (DHMIS2), and data security. He/she will lead technical engagement with stakeholders, including other USAID implementing partners (IP), under the direction of the RA.
The D-RA will provide technical leadership to the CHISU technical teams (national and regional), as well as collaborate with the leadership of the Ghana Health Service, particularly the National Malaria Elimination Programme (NMEP), the Policy Planning Monitoring and Evaluation Division (PPMED), and the Public Health Division, in order to achieve the Government of Ghana’s HIS priorities and the CHISU program’s strategic objectives.
Position Description
- Support CHISU efforts in Ghana by ensuring that all activities are organized in accordance with authorized work scopes and work plans.
- Support increased demand for and utilization of health data and information in order to address health goals, gaps, and difficulties.
- Collaboration with the GHS-PPMED, National Malaria Elimination Program, regional and district health management teams, and USAID IPs to expand the availability of routinely gathered data to support evidence-based recommendations for enhancing DHIMS-2 reporting quality.
- Assist the GHS NMEP with data quality audits and data verification reviews.
- Assist USAID Ghana and IPs with HIS data needs and reports at the national level and in USAID target regions.
- Encourage the creation of standard operating procedures and give coaching to GHS staff in order to improve data collection, data quality, and data utilization at all levels of the health system.
- Assist in the discovery of opportunities for collaboration with other HIS stakeholders.
- As allocated by the Resident Advisor, perform other CHISU Ghana-related responsibilities.
Required Qualifications or Experience
- MSc, MPH, or other advanced degree in ICT, Computer Science, Public Health, or Health Informatics.
- It is necessary to have at least 5-10 years of expertise in disease monitoring and reporting, HIS, M&E, data quality assessments, digital health, and related fields with a health or health-related international NGO or bilateral/multilateral organization.
- Extensive experience in enhancing HIS and adopting creative ways to HIS interoperability and integration in other countries, preferably in West Africa, is desired.
- Experience developing and deploying effective technology solutions in a public health setting is necessary.
- Knowledge of USG and USAID procedures for project design/implementation and reporting is required.
- English fluency is necessary.
- It is advantageous to have prior experience with adult training methodologies as well as outstanding workshop facilitating skills.
- It is necessary to have excellent interpersonal and people management abilities, as well as a demonstrated capacity to work successfully and harmoniously with host country counterparts, USAID, WHO, consultants, other donors and international organizations, and program colleagues.
- A team member who can also work independently and manage multiple projects on a daily basis with little supervision is necessary.
- It is preferable to be able to travel within and outside of Ghana as necessary for the position.
