J-PAL Africa Calls For Job Applications
J-PAL Africa is seeking a Senior Policy Associate to assist its aim of supporting evidence-based policymaking. The Senior Policy Associate will help implement evidence-based interventions and create opportunities for policy-relevant research on girls’ education and empowerment. We are searching for entrepreneurial thinkers who see opportunities, are committed to quality, are interested in girls’ education and empowerment policy and research, and have a strong desire to serve others.
The Abdul Latif Jameel Poverty Action Lab (J-PAL) is a global network of academics who specialize in conducting randomized evaluations of social policies/programs to create scientific data about what works in poverty alleviation. J-PAL’s policy division analyses and disseminates research findings, as well as forms collaborations with policymakers, to guarantee that science informs policy and that beneficial programs are scaled up.
The J-PAL Africa team provides supportive management structures as well as flexibility for accelerated expansion by encouraging top performers to be proactive in expanding and developing their portfolio.
Responsibilities include:
- Project development: Identify prospective opportunities and collaborations for evidence use and generation through desk research, event attendance, focused outreach, and scoping excursions. Cultivate and support existing connections with key partners, and communicate with them on a regular basis to discover needs and potential for collaboration. Where applicable, facilitate matchmaking between government officials and researchers in our network to assess the impact of innovations through randomized evaluations.
- Project Implementation: Plan, organize, and eventually direct policy projects and processes. Provide technical help to governments, in collaboration with associated researchers as needed, to promote the development of evidence-based policies and initiatives in the relevant field of expertise. This will entail codifying evidence, assisting local adaptation through the design and implementation of data gathering exercises, and co-designing solutions with the government. For successful project implementation, stakeholders such as policymakers, affiliates, implementing partners, external contractors, and team members will need to be convened and coordinated.
- Topical expertise: Maintain knowledge of evidence and policy priorities in relevant topic areas, and critically engage with existing evidence to identify reproducible interventions and policy-relevant research questions. Codify and disseminate evidence on treatments that may address the difficulties of girls’ education, and assess their application to new circumstances.
- Events and Communication: Support the creation of content in French and English about girls’ education evidence and policy activities for various media platforms (social media, blog posts, third-party publications, etc.), as well as the drafting of donor reports. Prepare presentations and workshops for internal and external events and trainings, collaborating with the Operations team to ensure proper logistics and planning.
Requirements:
- A Master’s Degree in Public Policy, Economics, or a related social science, with courses in econometrics/statistics, microeconomics, and development economics.
- At least two years of relevant job experience.
- Ability to establish and maintain ties with other stakeholders, such as researchers and policymakers.
- Extensive experience managing and influencing complex decision-making processes.
- An entrepreneurial mentality and demonstrated ability to find new, high-value possibilities and organize teams to participate on new project creation.
- Advanced writing and oral presentation skills in English and French, with a focus on communicating technical research to policymakers in a non-technical manner.
- Demonstrated ability to form cross-organisational partnerships and/or identify and develop new projects.
- Proficient in Excel, Word, and PowerPoint.
Highly advantageous:
- Interest and/or experience in girls’ education and empowerment policy or programs, with a focus on school access, early marriage or pregnancy, female labour transition, and gender-based violence.
- Proven ability to read and analyse rigorous quantitative research, including randomized evaluations, as well as comprehend and share policy lessons from randomized assessments.
- Experience working within a government-embedded policy team/unit, or in policy advisory and design.
- Experience working in Africa.
