POSITION: Advisor for Rural Development

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) is a public-benefit federal enterprise that operates in over 100 countries worldwide. We work on behalf of the German government, assisting public and private sector clients in a wide range of areas, including economic development and employment, energy and the environment, and peace and security. Our efforts are divided into three main areas: Energy and Climate (renewable energy and energy efficiency), Training and Sustainable Growth for Decent Jobs, and Peaceful and Inclusive Societies (good governance).

Project Brief

The REACH initiative aims to strengthen climate resilience throughout 14 districts in northern Ghana. Climate change concerns for rural areas are addressed through significant capacity building initiatives in conservation agriculture, community engagement, and enhanced planning and policy at the district level. The European Union and the German Federal Ministry for Economic Cooperation and Development jointly fund the project. It is part of the EU Ghana Agricultural Programme, which is executed in collaboration with Ghana’s Ministry of Food and Agriculture (MoFA).

Scope of Role

As a Rural Development Advisor, you will be in charge of identifying, developing, and implementing strategies that will help the agricultural sector understand climate-resilient agricultural production practices. You collaborate on this with the MoFA’s Agricultural Extension Service, non-governmental organizations, and the private sector. Within the project, you work with units to develop behavioural change measures as well as new techniques to engage communities in their livelihoods.

Tasks

  • Provide technical guidance to strengthen agricultural extension outreach in northern Ghana, build community action plans, and maintain knowledge of agricultural methods, particularly conservation agriculture.
  • Conceptualization of Multi-Stakeholder Partnerships for Joint Implementation of Rural Development Strategies
  • Establishing conceptual ties and integrating solutions with other project units, particularly GIS, ICT, and communications.
  • Advising partners on conservation agriculture, community engagement, and other rural development issues.
  • Assume responsibility for the implementation of processes directed by the manufacturing unit, as well as other particular tasks.
  • Prepare terms of reference, budgets, surveys, specifications, and other documentation for contracting service providers or purchasing goods.
  • Monitor and manage the actions and obligations of external service providers.
  • Ensure compliance with the norms and regulations governing the acquisition of agrochemicals and other agricultural inputs.

Qualifications & Experience

  • A master’s degree in rural development, agronomy, agroecology, agricultural extension, community development, or a related discipline is required for this position.
  • 5 years of professional experience in the field of rural development with an emphasis on extension services, climate change, conservation agriculture, and/or community engagement, as well as experience working with public sector organizations.
  • Demonstrated ability to organize different stakeholders and establish and maintain productive connections with commercial enterprises and government workers.
  • Excellent knowledge of Microsoft Office, namely MS Team, Word, Excel, and PowerPoint.
  • Excellent command of the English language; knowledge of Upper West regional languages is a significant advantage.
  • Good understanding of the cultural elements and undertones of the Upper West Region.
  • Capability to operate under pressure, strong team orientation, cooperation, and negotiation skills.
