ROLE: Individual Consultant, Equal Engage Guide

Job Purpose:
As part of the project execution, UNFPA wants to employ an individual consultant to assist partners in effectively advocating for inclusive development with local and customary governance actors.
To create an ‘Equal Engage’ guide to promote successful advocacy for the changing of negative socio-cultural norms and stereotypes that prevent significant groups such as women, youth, and other marginalized groups from meaningfully participating in development discourses and processes.
You’d be liable for:
- Conduct a desk assessment of existing community advocacy materials to identify gaps and areas for improvement in line with the PBF project’s objectives and aims.
- Create a sample advocacy text for community facilitation that centers on the concepts of human rights, equality, equity, justice, and social accountability.
- Facilitate a consultation session with PBF implementing partners hosted by the Upper East Regional
- Coordinating Council to identify context-specific challenges that are prevalent in the districts and communities under consideration. This will help determine the types and levels of advocacy skills and materials that will be used most effectively as part of the PBF implementation.
- Use the points raised during the consultative meeting to finalize the ‘Equal Engage’ guide.
- Develop user-friendly and effective advocacy messages based on the guidance for the PBF district contest. The consultant will also prepare a complete report that covers all stages of the task.
Duration and Working Schedule: 40 working days during two months.
Expected travel: This assignment will require travel to the Upper East region for a consultative meeting with the implementing partners.
Qualifications & Experience:
Experience:
- A minimum of five years of expertise in human rights-based programming, training, and the development of planning tools, including:
- Knowledge of Ghana’s decentralized governance structure (Local Government structure), including district-level development planning.
- Experience creating training manuals/guides, participative frameworks/tools, and training materials with user-friendly versions.
- Excellent participative training and group facilitation skills.
- Excellent communication/presentation, report-writing, and documentation skills.
- The ability to analyze and comprehend complicated issues of human rights and culture in the context of local administration.
- Good understanding of northern Ghana’s development issues and the potential for radicalism in the context of the present Sahel crisis.
- Excellent understanding of peacekeeping, governance, women, youth, population and development, and advocacy.
- Research experience in topics and policies concerning cross-border conflicts, peace and security, gender and social norms, and the humanitarian, peace, and development nexus in Ghana.
- Good interpersonal skills and the ability to deal with varied groups from various backgrounds.
- Excellent understanding of the UN system and the development sector.
Education:
- Master’s degrees in Governance, Human Rights, Development Studies, Gender Studies, and other subjects.
