Policy Link in Ghana
USAID Feeds Future Ghana Policy LINK Activity is a five-year initiative that promotes behavior change to strengthen Ghanaian stakeholders’ capacity and ability to participate in a more transparent, inclusive, and evidence-based agriculture and food system policy process, improving food and nutrition outcomes and broad-based economic growth. Our activities will help change to a policy creation paradigm driven by many stakeholders.
Ghana’s main agricultural policy system actors and institutions will be able to engage academia, financial institutions, the judiciary, civil society organizations (CSOs), non-governmental organizations (NGOs), and private sector representatives at the national, regional, and local levels with this policymaking approach.
Policy LINK’s theory of change emphasizes increasing human and social capital, engaging policy system actors in collaborative processes, developing mechanisms for collaborative governance, and creating dynamic learning systems and platforms to support collective action.
Policy LINK Activity has a main office in Accra and a subnational office in Tamale to support projects in the USAID Feed the Future Zone of Influence (ZOI), which includes 17 districts in the Northern, North East, Upper East, and Upper West regions. This operating model will involve many important agricultural players and institutions at the national, regional, and community levels.
Position Objectives:
Policy LINK Ghana’s Technical Leads and Policy Analysis and Coordination Lead will help policy research agencies and stakeholders research, analyze, and monitor emerging policy needs in five priority policy areas supported by the Activity: seeds, fertilizer, access to credit, trade facilitation, and climate resilience. The Policy Analysis and Coordination Lead will cover important policy subjects in analysis and coordination.
The Policy Analysis and Coordination Lead will collaborate with state and non-governmental institutions in Ghana to develop sustainable food security policies. As part of policy system strengthening, the role will help plan, implement, and monitor technical policy analysis and coordination initiatives that increase multi-stakeholder involvement.
The Policy Analysis and Coordination Lead will use facilitative leadership, collaborative governance, inclusive decision-making, joint planning, and joint implementation to help policy stakeholders collaborate better. The Lead will establish and facilitate policy support procedures to improve policy system multi-stakeholder team collaboration. S/he will help research agencies, businesses, and civil society participate in national and subnational policy processes.
The selected applicant will consistently reaffirm Policy LINK’s agreed-upon fundamental mission and principles, as well as ensure that all decision-making is based on them. S/he will help to create a learning atmosphere that promotes personal and team growth, with the shared understanding that the “team” always comes before the “individual.”
Responsibilities
The Policy Analysis and Coordination Lead will be accountable for the following anticipated tasks:
- Lead procedures to identify and involve stakeholders in new developments relevant to the five policy areas supported by Policy LINK in Ghana, including continuous collaborations with various organizations and institutions to increase the effect of policy efforts.
- Create an interactive policy tool for tracking relevant emergent policy concerns during the formulation and implementation stages.
- Periodically update and share the status of important policy priorities with Ghana’s policy stakeholders to enable evidence-informed policy decision-making by state and non-state actors via various knowledge-sharing platforms.
- Create terms of reference for policy research and analysis agencies and consultants to provide particular analyses to support stakeholder involvement and decision-making.
- Lead the policy stakeholder consultation process to align project activities with stakeholders’ collective visions in the agricultural policy area, as well as to ensure continuing participation and inclusivity.
- Coordinate the development and publication of relevant policy research briefs to inform policy stakeholders’ decisions at various levels, as well as the incorporation of gender mainstreaming and social inclusion into policy development processes, such as ensuring marginalized groups’ participation to maintain more equitable and effective policies.
- Contribute to the Policy LINK work planning and reporting processes.
- Lead activity teams, participate in activity teams, and contribute to the overall technical implementation of the activity.
- Supervise consultants and/or employees as needed.
- Support project management activities such as team meetings, internal learning procedures, and reporting.
- Other obligations that may occur for project implementation.
Reporting
The Policy Analysis and Coordination Lead will report to the Country Leader. The role will have no direct reports but will supervise consultants.
Required Skill or Experience
This role is open to Ghanaian citizens. Qualifications include education.
- A minimum of a bachelor’s degree. A master’s degree in agricultural economics, public policy, development, sociology, economics, or a related field is desired.
- At least ten years of relevant work experience in policy creation, implementation, or facilitation.
- Familiarity and working understanding of the policy environment, processes, and mechanisms common in a country such as Ghana.
- Demonstrated ability to manage and collaborate with different stakeholders (including business and civil society organizations).
- Experience in stakeholder assessments, analyzes, or related tasks.
- Experience with multi-stakeholder discourse, collaborative planning, and joint implementation activities.
- Experience developing, facilitating, or coordinating policies in agriculture, market systems, private sector participation, and related areas is preferred.
- Experience developing the capacity of personnel and partner organizations is preferred.

- Capability to work in groups and communicate successfully across cultures, age groups, and disciplinary boundaries.
- Critical thinker, self-starter, and able to work under minimal supervision and within defined timelines.
