Job Description

Cooperative for Assistance and Relief Everywhere (CARE), Inc. doing business as CARE International in Ghana is seeking a talented, motivated and innovative MEAL OFFICER – WeGROW Project. The WeGrow Project – “increasing innovation and livelihoods in agriculture in Ghana” is an innovative partnership between CARE International, Bluetown (a Danish internet service providing company) Uniti Networks and local strategic partners, funded by the Danish International Development Agency (DANIDA), under the DANIDA Market Development Partnerships program (DMDP).

The project promotes internet connectivity as an enabler for development. Using digital technologies will enable agricultural communities in Ghana to achieve more sustainable and resilient production. This is done through digital inclusion and improved market linkages and innovative agricultural practices and technologies.

JOB PROFILE

The Monitoring, Evaluation, Accountability and Learning (MEAL) Officer is responsible for designing country-specific Monitoring, Evaluation and Learning plans including indicators, analysis, monitoring, and learning in accordance with the guidelines of the Danida- funded project.S/He will work with the Project Manager to establish sound reflective practices as a basis for the advancement of project objectives. The

MEAL Officer will supervise and coordinate data collection activities at both community and district levels and provide technical backstopping. S/He will build the capacity of field teams to monitor project implementation and measure any changes and lessons in the project’s operational areas.

The position is based in Accra and will require frequent travel to the Asunafo North Municipality in the Ahafo Region, project sites in Eastern Region and other project locations that may be selected in future. The MEAL Officer will report to the Project Manager.

Some Key Responsibilities for this role:

  • Firstly, Lead on the design of project level MEAL data collection tools, MEAL plan/schedule and MEAL frameworks in conjunction with the Project Manager
  • Secondly, Database management and data protection in accordance with data protection best practices
  • Thirdly, Support the Project team in the completion of semi-annual and annual project reporting, ensuring that the reporting is quality and meets donor expectations and requirements
  • Moreover, Provide quality assurance for MEAL related events, including review of ToRs for MEAL related consultancies, baseline and evaluation designs and reports
  • Additionally, Develop quarterly impact measurement reports to keep clients informed on program activities and performance
  • Then, Support partners in the review and implementation of community and district level programmes for documentation and dissemination of best practices
  • Also, Produce other reports as may be required in the project to ensure that all processes and project outcome/results and lessons are thoroughly documented and disseminated

Required Skills or Experience

Knowledge

Knowledge and experience with mobile data collection platforms

Experience

  • At least 3-5 years of work experience in development projects preferably agriculture, value chains project planning, monitoring and evaluation, knowledge in the following thematic areas: digital development, entrepreneurial ecosystems and the agri-business in Ghana.
  • NGOexperience; development M&E, quality improvement experience
  • Experience in data processing & use of data visualization tools will be an added advantage
  • Demonstrated experience in managing teams and building staff capacity within complex programing.
  • Experience in managing teams and building staff capacity within complex programing.
  • Experience with M&E approaches, database design and other tools for information management like DHIS2;
  • A proven experience in the use of qualitative and quantitative software for data analysis.

Competencies

  • Firstly, Excellent Livelihood analysis, log frames, project baselines, evaluations.
  • Secondly, Good Facilitation, training, and coaching skills
  • Thirdly, Excellent people management and team leadership skills; ability to get diverse groups of people to work effectively together with vision and purpose
  • Moreover, Written and verbal communication in English Language.
  • Additionally, Demonstrated leadership ability to inspire and empower others.
  • Then, A Strong proficiency in Microsoft Word and Excel
  • Also, Data analysis software and tools
  • Moreover, Ability to effectively work independently and outside of conventional office environments, if needed.
  • More so, Excellent report-writing skills
  • Besides that, Ability to multitask and work within deadlines
  • Afterwards, Excellent communication skills and good team player
  • Finally, Excellent skill in M & E capacity assessments and development plans.

Qualifications

A minimum of bachelor’s degree in Social Sciences, Natural Resource Management , Agricultural Science, Computer Science/Statistics/Information Management and other discipline relevant to rural development (Agriculture, Gender, Job Creation, Youth Skills Development, Value Chain Development)
