The Opportunity 

Abt Associates is looking for a Public Financial Management (PFM) lead for the USAID/Ghana Fiscal Accountability Strengthening Activity (the Activity), which is expected to happen soon. The goal of the five-year Activity is to improve accountability in the Government of Ghana’s public financial management systems in order to reach three goals: (i) better external audit and parliamentary oversight; (ii) better accounting, financial reporting, and adherence to fiscal policy; and (iii) better control, predictability, and transparency in budget execution.

As the PFM lead, you will be in charge of all activities related to public financial management, make sure they work well with other FASA activities, and handle other PFM staff.

Work should start by the end of 2023. The job depends on whether or not Abt Associates gets the deal. You will be based in Ghana as the PFM lead, and you will answer to the project’s Chief of Party.

Core Responsibilities

  • Provide strategic, technical, and managerial leadership for actions that aim to improve accounting, financial reporting, and compliance with Ghana’s fiscal policy.
  • Help the Government of Ghana (GoG) roll out and fully use the Ghana Integrated Financial Management Information System (GIFMIS) at the district level.
  • Make sure that GIFMIS is used well at every level, from the national to the district level.
  • Lead the effort to help the GoG learn more about the International Public Sector Accounting Standards (IPSAS) and make sure they are used and followed.
  • Oversee the help needed to keep track of how the GoG budget classification system is used.
  • Lead things that help local governments handle their money better.
  • Make sure there is alignment and look for ways to work together with other FASA goals, other USAID implementation partners, and other PFM projects that are paid for by outside sources.

Core Responsibilities

  • Master’s or PhD degree in accounting, public finance, public administration, or a similar area.
  • More than 10 years of applicable professional experience putting in place activities to improve national and sub-national public financial management systems, the quality of financial data, and fiscal accountability and transparency.
  • At least 5 years of experience proving that they have been able to improve and roll out integrated financial management information tools.
  • At least 5 years of experience helping city governments below the national level get resources, plan, and make budgets.
  • Experience working on public financial management and accountability with government officials, the private sector, and civil society groups.
  • It’s best to have experience in Ghana.
  • Excellent skills in both speaking and writing.
  • Professionally, you need to be able to write and speak English well.
