Deputy Chief of Party- Programs (DCOPP) at Chemonics International

Chemonics is looking for a Deputy Chief of Party- Programs (DCOPP) for an upcoming USAID program called Strengthening Regional Peace and Stability in West Africa. The goal of the project is to get technical services to help the USAID/West Africa Regional Peace and Governance Office (RPGO) support the efforts of West Africans to deal with the risks of instability caused by democratic backsliding and conflict and to give priority to targeted conflict and violence prevention, peacebuilding, and preventing and countering violent extremism (P/CVE) interventions across the sub-region.

The Deputy Chief of Party- Programs (DCOPP) will help the Chief of Party oversee how the programs are put into action and will give staff and partners direct technical support. They will help the Chief of Party come up with and carry out the program’s vision, strategy, and technical direction, making sure that schedules are met, deliverables are done well, and results are good. The office for this job will be in Accra, Ghana. We want people who really want to make a difference in the lives of people all over the world.

Responsibilities include:

  • Supervises the Sub-Purpose Directors and Sub-Regional Coordinators to make sure that the technical aspects of all the program implementation units are the same.
  • Supervises a team of Chemonics and partner employees who work on the program and makes sure they do their jobs well. Is in charge of coordinating all activities and giving technical assistance and support for building capacity to program staff, grantees, and stakeholders, including those in focus countries.
  • Builds and maintains relationships with a wide range of local counterparts, such as government officials, civil society organizations, donors, and implementers who are paid by donors.
  • Provides the Chief of Party with technical expertise in institutional capacity strengthening, P/CVE, peacebuilding, social cohesion, and the USAID activity cycle to make sure that activities support program theories and assumptions; helps find program opportunities and potential local partners.
  • Works closely with the MEL director and other program staff to set goals and objectives for program learning; makes sure that program learning is built into the program cycle.
  • Oversees the technical delivery of the program implementation units. Makes sure that interventions align with and meet the technical goals of the activity with the right amount of technical assistance. Supervises program staff as they do a variety of technical assistance activities.

Qualifications:

  • At least eight years of professional program design and management experience in West Africa in the areas of peacebuilding, stability, democracy support, and/or social cohesion is required.
  • At least one year of experience managing teams that were far away or spread out across regional or national borders
  • Proven leadership and experience implementing and giving technical help for programs to strengthen civil society, build peace, get young people involved, make communities more resilient, and/or improve P/CVE.
  • Shown ability to put together cohesive, all-inclusive teams that reflect the diversity of the community and where everyone can bring their whole selves to work.
  • Proven track record as a manager of USAID and/or donor-funded programs with multiple activities and sub-awards, with increasing levels of responsibility. Experience with remote management is preferred.
  • Used data tools and technology before to design, report on, monitor, and evaluate programs.
  • You must have a deep understanding of social issues and be able to work well with a wide range of people, including district/county government officials and people from NGOs, CSOs, the private sector, and donor institutions.
  • Applicants must have shown that they know how to manage grants.
  • It is very important to know about CVE issues in West Africa.
  • You must be able to speak, read, and write English and French fluently. Knowing regional languages and Arabic is a plus, but not a requirement.
