Tullow Oil is an independent oil and gas company that is well-known and focused on Africa. The Group has stakes in more than 30 research and production licenses in 8 African and South American countries. Tullow Oil is looking for a Contract Advisor to join the Operational Procurement Team. This is a great chance for the right person.

Job Purpose

  • Help the Business Unit reach its goals by doing important C&P (Contracts and Procurement) work, such as:
  • Strategy: Creating contracting plans, getting them approved, and putting them into action.
  • Sourcing: Writing, sending out, and managing Requests for Information/Proposals/Quotations, evaluating bids and negotiating terms, conditions, and prices, putting together internal and external papers for recommending an award, and giving out the final contract.
  • Management: Post-award contract management, administration, and reporting, including management of contractor success and, in some areas, management of strategic relationships.

Key Responsibilities

Planning/developing ideas/strategies for meeting demand

  • Look over the annual business plan to figure out what will be needed in the future and write down the most important results, goals, and assumptions from the expected spending and contracts portfolio.
  • Then, Analyze the O&M/L&M business landscape, spending by sub-category, and providers to help shape category strategy and find ways to improve value.
  • Come up with contract strategies and sourcing plans for O&M/L&M contracts, taking EHS, technical, local content, price, and business issues into account.

Tendering, Sourcing, and Contracting

  • Make and send out complicated RWE bids. This includes tender requests, tender responses, and tender awards. Develop and run O&M/L&M tenders. This includes asking for tenders, evaluating them, negotiating with suppliers, doing due research on them, writing up contracts, and giving out contracts.
  • Include Local Content requirements in sourcing events and make sure that the contracts fit the expected Local Content requirements.
  • Get O&M/L&M contracts (drafting and developing) and make sure contracts and related paperwork are kept in the right place according to company standards.

Relationship Management with Stakeholders

  • Manage O&M/L&M contracts with end users to make sure providers do what they’re supposed to do and follow the contract’s terms and conditions.
  • Keep an eye on the O&M/L&M contracts, make sure they are renewed and closed, and let the right people know about the changes.
  • Work with suppliers and get to know them better to build long-term ties where possible.
  • Look for ways to build synergies across the business to get more value from the whole portfolio of procurement contracts
  • As needed, help with internal and external checks.
  • Act as the C&P Subject Matter Expert for buying and contracting for O&M and L&M.

 Development of Capabilities and other areas

  • Help come up with and carry out projects to improve procurement results by building people’s skills.
  • Help with the rollout of supply chains transformation projects, such as Contract Lifecycle Management and Supplier Management.
  • Uphold the company’s ideals and Code of Ethical Conduct Policy, and do your work according to them.

Skills

  • Making, analyzing, and negotiating contracts that are complicated.
  • Able to deal with different business drivers and variables and solve real problems.
  • Able to handle a lot of different jobs at once and often different priorities.
  • Able to understand a variety of written, spoken, diagrammatic, or timetabled instructions and explain and show solutions.
  • Advanced math and English speaking skills.
  • Know how to use MS Office software (Word, Excel, and PowerPoint) very well.

Experience 

  • Proven experience in finding, contracting, negotiating, and managing contracts in the energy, extractive, or heavy business (ideally with experience in O&M/L&M).
  • A good understanding of complex supply chains that work across international borders and have more than one place where equipment, materials, people, and services come from.
  • A good grasp of the important legal and business issues in the supply chain.
  • Proven ability to negotiate contracts, both easy and hard ones.
  • Working in the oil and gas business, which is often based on joint ventures and/or production sharing.
  • Know how oil and gas fields are developed and how oil and gas are produced.

Academic qualifications: 

  • Degree qualification related to a job description.
  • CIPS, MBA, or other qualifications related to supply chain management (SCM) are a plus.
