Job Title: Procurement Officer

Catholic Relief Services is the official international aid organization of the Catholic Church in the United States. CRS works in more than 100 countries to save, protect, and change the lives of people in need, no matter their race, religion, or nationality. CRS helps with relief and development through programs that deal with HIV, health, agriculture, education, microfinance, and building peace.

Summary of Job:

You will be in charge of coordinating local purchasing activities and processes to get the goods and services needed to help poor and vulnerable people get good programming. Your knowledge and experience will allow you to successfully coordinate the quality and efficiency of procurement and purchasing activities and make sure there is stewardship, integrity, transparency, and accountability.

Roles and Key Responsibilities:

  • Coordinate procurement systems and operating procedures that follow all the rules. Check how effective and efficient something is and suggest ways to make it better. Help make sure that CRS’s procurement principles, standards, and policies, as well as donor rules and local laws, are followed.
  • Work with different departments to make and keep an up-to-date procurement plan that includes all requirements for the quantity, quality, and delivery of goods and services. Help people make budgets by giving them information about prices.
  • Coordinate the sourcing process and do things like market research, cost estimates, solicitation documents, facilitating the bidding process, finding and researching suppliers, evaluating the quality and availability of goods, negotiating, and making contracts, purchase orders, and other documents.
  • Keep in touch with suppliers through letters and phone calls to make sure that the terms and conditions of the contract are being followed and to deal with problems if they arise. Monitor and report on supplier performance, making note of any current or possible problems or inefficiencies, and help with changes to contracts or purchase orders.
  • Responsible for keeping the procurement department open and honest by making sure there is a complete, accurate, and up-to-date paper trail of all procurement processes, vendor files, and the procurement and inventory database. This helps with control and accountability. Prepare reports and facilitate document retrieval.

Languages needed: English and Dagbani

Travel: If necessary, give a percentage of the required travel. Could be said to be Must be willing to travel up to 20% of the time.

Skills, knowledge, and abilities

  • Good skills in planning, coordinating and setting priorities among competing goals.
  • Good analytical skills and the ability to make decisions on your own
  • Proactive, focused on results and customer service, and on meeting customer needs
  • Ethical behavior based on well-known codes of ethics for professionals and organizations
  • Good skills at negotiating, talking to people, and managing relationships

Ideal Qualifications

  • Skilled with the MS Office suite (Excel, Word, PowerPoint).
  • Highly desirable experience with database management systems like MS Access

QUALIFICATIONS

  • Bachelor’s in Business Administration or another degree that is relevant.
  • At least three years of work experience in logistics, purchasing, or administration, preferably with an international organization.
  • Good knowledge of the rules for buying from different donors (e.g. USAID, EU, UN)
  • Know how the local market works and what the international and national rules are for buying things.
  • Know the terms of contracts and have done a good job of filling out purchase orders according to specifications.
