Canada Express Entry 2023-2024 Targets for Healthcare Workers

The express entry targeted occupations are discussed in this article. What is Canada’s need for healthcare workers? Jobs in healthcare are among the five occupational areas that Immigration, Refugees, and Citizenship Canada (IRCC) has selected to be given priority through the Express entry category or based on draws in 2023.

An earlier announcement this year concerned category-based lotteries for express entry. The purpose of the program is to identify potential immigrants who meet Canada’s labor market needs by their unique characteristics, such as education and work history. The IRCC identified five categories where there are gaps in the labor market;

  • HealthCare
  • Science, Technology, Engineering, and Mathematics (STEM)
  • Transport
  • Trades
  • Agriculture & Agri-food

These professions were selected by the IRCC following a wide-ranging public stakeholder feedback and proposal-gathering process. Similar to conventional Express entry draws, category-based draws give priority to work experience in the selected occupations, whereas standard Express entrance draws concentrate on a candidate’s comprehensive ranking system score.

Why the targeted Express entry category of healthcare was selected

Primary and emergency care in Canada has been negatively impacted by the ongoing physician and nurse shortage. For instance, in May of this year, Niagara Health stated that due to a scarcity of physicians, its urgent care facilities in Southern Ontario could not continue to operate overnight.

Because of a staffing shortage, a hospital in Minden, Ontario, was forced to permanently close the area ER. Furthermore, an open letter detailing the state of emergency care in the city was written by 180 ER physicians in Calgary. Canada’s healthcare sector depends on immigrants to fill open positions.

There were 143,695 job openings in the healthcare and social support sector in the fourth quarter of 2022, translating to a 6% job vacancy rate at that time. Out of all the category-based jobs, the sector had the highest rate of job vacancies.

Furthermore, outside-of-Canada births account for 36% of physicians and 25% of registered nurses in Canada. Obtaining the right licensing in Canada might be challenging for medical practitioners with training from abroad. As a result, the IRCC has taken steps to facilitate the immigration of foreign-trained healthcare professionals to Canada.

Due to this, experts such as doctors have been able to obtain employment in their sector and address the labor deficit in the healthcare system.

How many healthcare workers does Canada need?

The Canadian Occupational Projection System (COPS) is a tool offered by Employment and Social Development Canada (ESDC). COPS determines the number of job opportunities in a certain profession and provides information on the Occupational Outlook for various professions.

The following are some projections for the healthcare industry between 2022 and 2031:

  • Registered nurses and psychiatric nurses – 155,400 new job openings
  • Licensed practical nurses – 27 800 new job openings
  • General practitioners and family physicians – 48,900 new job openings
  • Specialist Physicians – 29,800 new job openings
  • Nursing coordinators and supervisors – 23,100 new job openings
  • Optometrists, chiropractors, and other professional occupations in health diagnosing and treating – 17,900 new job openings
  • Pharmacists – 16,100 new job openings
  • Physiotherapists – 14,300 new job openings

These numbers indicate that to meet future job openings and labor demands in the coming years, Canada may need to accept hundreds of thousands of additional qualified healthcare professionals.

What chance does this give would-be immigrants to Canada?

When announcing category-based draws, former immigration minister Shan Fraser stated, “Health professionals have been working around the clock to provide world-class care to individuals and communities across Canada. But it’s no secret that our health system needs more workers to continue delivering the quality Care the people in Canada deserve.”

Fraser added that Canada accepted about 21,000 healthcare workers between 2017 and 2022. Hence, little over 4,000 employees annually. Fraser continued by saying that in addition to Express entrants, the IRCC intends to treble that amount or about 8,000 new healthcare workers annually.
