Canada is about to welcome an unprecedented wave of immigration that will bring in over 1.4 million new permanent residents over the course of the next three years, setting new records from 2023 to 2025. This is a bold step. According to the recently released immigration levels plan for 2023 to 2025, the Canadian government is steadfastly committed to raising immigration targets and promoting national development by 2025.

A remarkable half a million new permanent residents are expected to be admitted to Canada in a single year, an ambitious goal. This is Canada’s goal of welcoming 1.45 million new permanent citizens in total over the course of three years, representing the country’s ongoing aspirations for expansion.

Every year, the immigration targets are gradually increased. Immigration, Refugees and Citizenship Canada plans to make it easier for 465,000 newcomers to arrive in 2023. In 2024, this figure is expected to rise to 485,000, marking a significant historical milestone as Canada aims to welcome 500,000 new permanent citizens by that year.

Driving Forces Behind Immigration Surge

Canada’s unwavering realization of the need to address demographic issues, notably those related to an aging workforce, the insufficiency of the natural birth rate, and maintaining population growth, is one of the main factors propelling this immigration wave. There remains a noticeable change in emphasis from the federal high-skilled category, which includes programs under the Express Entry system, which formerly served as the main route for accepting new immigrants. In every year of the 2023–2025 plan, the provincial nominee programs (PNPs) are positioned to take the lead as the main point of admission for new permanent residents.

This remains a significant change from prior years when PNPs sits outnumbered by the number of immigrants allowed under the expedited entry method. For the first time since the system’s launch in 2015, the IRCC planned to admit 83,500 new permanent residents through provincial nominee programs (PNPs) in 2022, topping the 55,900 through Express entry.

The IRCC expects to reach a new immigration record in 2023, surpassing the record of 400,000 new permanent residents for the third year in a row, demonstrating the momentum. Through a variety of immigration processes, Canada accepted over 405,000 new permanent residents in 2021.

The IRCC hopes to welcome 431,645 newcomers this year, shattering the record once again. 309,240 new permanent residents have already been admitted by the IRCC by August.

Family Class Immigrants

With the IRCC aiming to admit a significant number of family-class immigrants over the next three years, Canada’s commitment to family reunions is unshakable. Three categories comprise these admissions;

  • Spouses and common-law Partners
  • Parents and grandparents
  • Children and other dependents

To promote immigration in rural areas that have historically experienced underrepresented, regional immigration programs play a more and bigger role. To realize this vision, initiatives like the Rural and Northern Immigration Pilot and the Atlantic Immigration Program are essential.

Express Entry will also use targeted lotteries in 2023 to entice immigrants to areas that need them, indicating a planned approach to regional development.

French-speaking Immigrants

Another indication of Canada’s dedication to linguistic variety is the IRCC’s goal of having 4.4% of all immigrants outside of Quebec speak French by 2023. Despite continuously admitting over 5,000 immigrants in this category since 2019, Canada has not yet attained the 4.4% target.

The IRCC also intends to extend the Economic Mobility Pathways pilot program to accept thousands of competent refugees who can address labor shortages in industries with high demand, such as healthcare. This trial program, which will launch in 2021, attempts to alleviate the labor shortage by giving refugees with in-demand skills opportunities.

But this is the second proposal for immigration numbers this year. The immigration minister, however, require presenting the scheduled levels by November 1. Nevertheless, the proposal requires submission within 30 days of the house’s next meeting. Thus, if it is not in session, as it happened in September 2021 during a federal election.

As a result, in February of that year, the prior immigration levels plan for 2022–2024 came out publicly.
