The Opportunity

The Finance and Administration Manager is in charge of all financial reporting, procurement, transportation, human resources, and administrative tasks for the duration of the program. He or she is also in charge of leading in-country. In particular, he or she will be in charge of the program’s finances and will report on them constantly to make sure that the program’s finances are in good shape and that the money is being used correctly.

The PMI Evolve Project helps the U.S. President’s Malaria Initiative (PMI) and USAID plan and implement an integrated vector control strategy. The goal is to reduce the burden of malaria while promoting equity to keep malaria wins. Since 2011, Abt has been helping PMI with integrated vector control by providing high-quality indoor residual spraying (IRS), technical assistance for insecticide-treated net (ITN) distribution and durability monitoring, and new methods for larval source management (LSM).

Also, Abt’s work which is paid for by PMI runs the most comprehensive malaria vector entomological surveillance programs in 21 African countries to find out about trends, strategies, and the effects of malaria vector control. Under the PMI Evolve Project, Abt will work with local communities, organizations, and governments to co-design and co-implement specialized malaria vector control programs. This will help Abt offer more integrated vector control programs. The end goal is to fight malaria and improve the ability of local people to keep malaria wins.

Core Responsibilities

Accounting and managing the money in the bank

  • Keep track of the project’s bank accounts and ask to open new ones, change the people who can sign checks, or close accounts as needed.
  • Make sure that bank and mobile funds, as well as petty cash, are managed well.
  • Make sure that week-end, month-end, and year-end accounting closes are done on time and that all accounting transactions are uploaded to Abt’s accounting system with the right paperwork.
  • Make sure that all expenses and supporting papers follow the rules and policies of Abt and USAID.
  • Prepare site funding request
    As per Abt policy, review and approve travel cost reports and make sure all advances are paid back within 30 days of the trip.
  • Make sure all taxes are paid on time and filed according to local law.
  • Prepare and start site payment by taking out the right amounts.

Management of the project’s financial cycle, control of the budget, and commitment to expenses

  • Develop, manage, and keep an eye on project budgets and yearly work plans with the help of the global support team to provide data on financial performance and suggest ways to cut costs and stay legal so the project can be done with less money.
  • Make plans and change the budget tracker forecast every month
  • Work with the purchasing team to make sure that both foreign and local purchases stay within the budget.
  • Create and use tools to make financial practices and procedures more efficient.
  • Help manage the project’s finances on a regular basis, such as by getting approvals for purchases, consultant deals, and vendor bills.

Team management and other jobs

  • Help get the PMI Evolve project off the ground, run normally, and end.
  • Give the new business department any pricing information they need.
  • Lead the process of finding, hiring, and teaching new administrative or accounting staff.
  • Lead the field office’s finance, accounting, and management teams and help them grow and get better all the time. Set up training and skill-building for all related field staff on financial and operations policies and procedures, as well as on finance, accounting, project management, and operations.
  • Prepare budgets and administrative and logistical plans to support project activities, such as travel plans and visa needs

Team leadership and other task

  • Inform and make sure the global support team is up-to-date on all contractual, financial, and legal problems that affect the project.
  • Update the government property asset registry with new, broken, or lost items. Report any stolen or lost equipment. Do random audits of inventory to make sure it is always correct and up to date.
  • Help get foreign purchases cleared, including working with a clearing agent when necessary.
  • Help the global support team prepare financial products for the company and the client, like the cost study, VAT, NXP, and accrual reports.
  • Make sure that contractual and internal approval requirements (such as waivers and approval memos) are met, and work with project managers and business support groups to prepare justifications for these actions.
  • Do any other related tasks that your direct supervisor gives you.

What We Hold Dear

  • Bachelor’s degree + 12 years, Master’s degree + 10 years, and PhD + 8 years. Master’s degree in finance, accounting, business administration, or another related field.
  • At least 12 years of professional experience managing the financial and contractual parts of international development projects, ideally ones funded by USAID.
  • Excellent mathematical and computer skills, with a lot of experience in Excel and QuickBooks or Quicken
  • Good organizational skills, including the ability to do more than one thing at once and work in a high-pressure workplace.
  • A lot of experience directing and supervising people who work in finance and procurement management.
  • Cost accounting standards used by the US government.
  • Experience in shipping, buying, and managing the supply chain would be very helpful.
  • Ability to read, write, and talk English well.
