POSITION: Geographic Information Systems (GIS) Specialist

Company Profile

The International Cocoa Initiative (ICI) is a multi-stakeholder group that brings together civil society, certifiers, the cocoa and chocolate industries, and international organizations to address child and forced labour in the cocoa sector, as well as collaborate with governments.

ICI has created a Child Labour Monitoring and Remediation System (CLMRS) that enables industry partners to appropriately manage the risk of child labour in the cocoa supply chain. According to the Ghana Child Exploitation Monitoring System (GCLMS), the system is built on the presence of Community Facilitators (CF) in cocoa-growing communities who raise awareness about child exploitation, detect incidents, and carry out rehabilitation efforts. International Cocoa Initiative (ICI), founded in 2002, is a major group that promotes child protection in cocoa-growing areas. ICI collaborates with the cocoa industry, civic society, and national governments in cocoa-producing nations to provide a brighter future for children and contribute to the abolition of child labour.

Job Description

The non-profit International Cocoa Initiative (ICI) defends West African cocoa farmers’ children and adults. Moreover, ICI Ghana is hiring a GIS Specialist to grow.

In addition, ICI’s GIS strategy for operations, learning, and member services is developed and managed by the Programme Coordinator / Deputy Country Director and the ICI Knowledge and Learning team. ICI and its partners have rich geocoded socioeconomic data from West African cocoa sustainability programs.

A web map and ArcGIS-based GIS platform allow ICI to integrate this data with other spatial data including infrastructure and settlement sites, land use data, temperature data, etc. More systematically, ICI will use GIS technologies to target programs, interact with partners, evaluate and present regional child labor risk, and communicate. ICI needs GIS experts for this project.

Main Tasks and Responsibilities

Development of the ICI GIS platform

  • Continuing to develop the ICI GIS platform (using ArcGIS technology), which will involve creating, integrating, and updating geo-data layers, as well as leveraging this data to generate thematic maps and perform spatial analytics.
  • Identify new open-source geo-data on infrastructure (physical and social), land use, climate, and other topics that are current and accurate enough to facilitate logistical planning of activities in West African cocoa-growing areas.

Identify and pilot GIS use cases for ICI and its partners.

  • Engage in communication with several ICI departments in Ghana, Côte d’Ivoire, and Geneva to understand ICI’s operations and workflows and find GIS use cases.
  • Create GIS workflows based on the needs and possibilities identified.
  • Pilot-test, evaluate, and constantly enhance the efficacy and efficiency of newly built GIS procedures.
  • Conduct geospatial analysis to better identify the risk factors for child and forced labour in cocoa-growing areas, as well as to contribute to ICI’s research and learning projects.

Internal capacity-building and external communication

  • Train ICI workers in Ghana and Côte d’Ivoire on how to use ArcGIS tools, including how to integrate information about ICI activities into the GIS platform (ArcGIS Online and ArcGIS Pro), and use the platform for decision-making, communication, and logistics.
  • Help ICI workers integrate new GIS operations into their work habits.

Explore potential data collaboration with ICI members and partners.

  • Engage in communication with ICI members and partners to discover the potential for data sharing and compilation on a shared GIS platform or web map.
  • Create recommendations on how GIS can be used to coordinate activities across partners, and visualize and communicate sector-wide actions to address child labor and forced labor in West Africa.
  • Identify the need to unify metadata (such as a regularly used community registration).
  • Present ICI’s GIS work to members and partners, especially the GIS Working Group.

Data management

  • Establish secure and efficient mechanisms for managing ICI’s geodata, within ArcGIS products and within ICI’s database, in close collaboration with ICI’s Information Systems Unit.
  • Manage ICI staff’s access to the ArcGIS Pro and ArcGIS Online platforms, allowing them to enter information and use essential tools for their job.
  • Implement all essential data protection procedures.
  • Define preliminary steps and criteria for possible data collaboration between ICI members and partners, as well as system interoperability (data aggregation levels, anonymization approaches, data protection requirements, and so on).
  • Encourage and organize data exchange among the ICI partners.

Required Skill or Experience

  • Requires a university background.
  • Requirements for this position include a master’s degree in geography, information science, or social science with a focus on geo-data analysis, or a bachelor’s degree with a GIS emphasis and at least two years of relevant professional experience.
  • A minimum of 5 years of professional experience (or 7 years for holders of a Bachelor’s degree) in the application of GIS, geospatial data management, or geospatial analysis.
  • Professional experience in the use of GIS technology in rural development, agriculture, humanitarian relief, or related fields
  • Knowledge of database management systems, mobile data gathering applications, and some of the related programming languages (Java, MySQL, SQL, R, Python, PHP, VBA, etc.)
  • Understanding of data gathering software (KoBoToolbox, CsPRO, SurveyCTO).
  • Knowledge of standard data processing and analysis software (Excel, Stata, R, Python, PowerBI or equivalent).

Desirable

  • Experience in providing training, capacity building, and knowledge transfer.
  • Experience with geocoded socioeconomic data, including the gathering, processing, and mapping of household survey data.

Languages

  • Fluency in English (written and spoken)
  • French language abilities are a major asset (B1, B2).

Skills

  • Excellent written and verbal communication abilities.
  • Excellent interpersonal skills.
