Job Description

Description of Services
LINC is carrying out the USAID-funded Monitoring, Evaluation, and Learning (MEL) Platform initiative in Ghana. This Activity will provide USAID/Ghana with expert monitoring, evaluation, and learning services, as well as high-quality, demand-driven monitoring and evaluation technical assistance and analytical services to USAID/Ghana staff, implementing partners, and local country stakeholders, all of which will advance US foreign policy goals and USAID’s strategic objectives in Ghana.
Position Summary
The MEL Specialist will be the local focal point for Ghana MEL Platform technical efforts in northern communities, collaborating closely with M&E professionals at Tamale-based USAID implementing partners and counterparts at Ghanaian government agencies.
Role Responsibilities
- MEL Support to Partners: Serve as the principal MEL focal point for Tamale-based IPs, offering personalized coaching, guidance, and support as needed to fulfill activity demands, as directed by the MEL Platform Supervisor and USAID.
- Stakeholder Engagement: Build and maintain ties with important Government of Ghana agencies and research/data collection institutes in the northern regions to facilitate collaboration and knowledge-sharing.
- Coordination with the USAID technical offices: Serve as a primary liaison between the Platform and a designated USAID/Ghana sectoral Technical Office (TO) and its leadership. Represent the Platform by coordinating TO-specific requirements, delivering regular updates, and ensuring compliance with Platform operations.
- Capacity Building: Assist with the planning and delivery of MEL-related training and workshops in Tamale, such as enumerator training and IP and stakeholder capacity-building sessions.
- Support for Data Collection: Provide advice and assistance with the design, piloting, and implementation of data collection instruments and logistics for surveys and studies in northern Ghana, as well as the recruitment and supervision of data collection teams.
- Data Quality Assessment: Conduct and assist DQAs in northern Ghana while adhering to USAID standards and procedures.
- Consultant Supervision: Oversee and guide external consultants undertaking evaluations, assessments, and research in northern Ghana to ensure quality and compliance with the MEL Platform and USAID requirements.
- Platform-wide Contributions: Collaborate with the Accra-based MEL Platform team on data gathering, analysis, and report authoring to support the overall Platform goals.
- Travel and Communication: Maintain regular contact with the Accra-based team, and travel as needed to attend meetings, workshops, and Platform activities. Where appropriate, participate remotely from Tamale in critical discussions and projects.
Required Skill or Experience
Skills and Qualifications
- A Master’s degree in the relevant discipline is necessary.
- A minimum of eight years of experience monitoring and evaluating USAID’s collaborating, learning, and adapting (CLA) strategy, as well as the use of MEL activities and adaptive management methodologies to inform and improve project execution.
- Demonstrated expertise with USAID programming in Ghana, including extensive collaboration with partners and stakeholders in northern Ghana.
- Prior work experience in Ghana is necessary, as is a thorough awareness of the country’s context and culture.
- Excellent written and verbal communication abilities.
- Fluent in both verbal and written English.
