POSITION: Ghana’s E-Governance Ecosystem Specialist

Job Description.

J.E. Austin Associates is looking for an individual expert with knowledge and experience using and deploying information and communication technology for development and e-governance/digitalization solutions to improve businesses’ access to public services, particularly Micro, Small, and Medium Enterprises (MSMEs). This project include evaluating Ghana’s e-governance ecosystem, its impact on business performance, and strategies for encouraging MSMEs in the USAID Ghana Zone of Influence (ZOI) to embrace e-governance solutions.

Ghana’s business environment is supported by economic growth and innovation in government services to the private sector. This is shown by modifying the decentralization legislative framework and integrating additional government departments into local government.

However, the Registrar of Companies, Ghana Enterprise Agency, Food and Drugs Authority, and Ghana Standard Authority have regional offices to ease business access. These regulators aim to improve corporate performance, especially in MSMEs.

Ghana’s government has invested heavily in e-governance architecture through the Ghana Investment Fund for Electronic Communications (GIFEC), Ghana Rural Telephony and Digital Inclusion Project (GRT&DIP), Ghana E-Services Payment Platform (GEPP), and eGovNet. All of these policies aim to boost Ghanaian business growth.

The Ghana government’s digitization plan intends to improve public-sector service delivery to businesses. The Registrar General’s Department, Office of the Registrar of Companies, Ghana Revenue Authority, Food and Drugs Authority, and Ghana Standard Authority were digitalized to achieve this goal.

For better public services, these digitalization projects automate business processes and eliminate human contacts in government operations.

Technology investments in e-governance aim to improve public service delivery productivity, efficiency, and effectiveness. Digital technologies and high-speed broadband have helped many businesses survive the pandemic.

J.E. Austin Associates leads the Ghana Market Systems and Resilience Activity (MSR) under Objective 4: Improve Enabling Environment for Market Actors to strengthen local institutional capacity among public and private market actors in Northern Ghana to improve policy implementation and coordination. This is done through a demand-driven, evidence-based, and inclusive methodology that evaluates the business climate to identify important government policy enablers and inhibitors. These assessments inform stakeholder public-private dialogue (PPD) to improve regulation efficacy and firm performance.

This assignment seeks to understand e-governance solutions and promote their use to improve agribusinesses’ access to government services under the USAID/Ghana ZOI.

Assignment Objectives:

J.E. Austin Associates is looking for an individual with expertise in ICT, digital solutions, and e-governance.

  • Evaluate how E-Governance solutions in Ghana help to streamline company operations while also influencing administrative bureaucracies and business costs.
  • Determine how E-Governance solutions improve transparency in government operations and alleviate bottlenecks for MSMEs seeking public services.
  • Identify effective e-government platforms/portals that can help MSMEs in the USAID Ghana Zone of Influence adopt e-government solutions more widely.
  • Identify agribusinesses’ capability gaps in adopting e-governance platforms/portals and propose personalized solutions to empower MSMEs.

Activities

Short-term Technical Assistance (STTA) will:

  • Conduct a thorough desk assessment of e-governance ecosystem policies, programs, and initiatives aimed at MSMEs, as well as their influence on expediting company formalization and regulatory compliance processes. The emphasis should be on the advancement of Ghana’s e-governance ecosystem in terms of administrative bureaucracy and business costs under the USAID/Ghana ZOI.
  • Conduct a mapping to identify the different types and functionality of e-government platforms and services, as well as how agribusinesses can access and use them within the USAID/Ghana ZOI.
  • Conduct a technical evaluation and interviews to determine the efficacy of using the existing e-governance system for business formalization and registration with the Food and Drugs Authority, Ghana Standard Authority, and others.
  • Collect field data to get insights into how MSMSEs use e-government platforms to improve business performance, including capacity gaps in the utilization of e-government solutions.
  • Create a training manual and plan to increase MSMEs’ ability to use e-government technologies.

Required Skill or Experience

  • At least a master’s degree in ICT and digital/telecommunications technology. PhD in the relevant discipline is advantageous.
  • Experience deploying digital tools to improve corporate processes and expand access to government services.
  • Understanding of the mandates and activities of public sector institutions such as the Ghana Standards Authority, Food and Drugs Authority, Local Government Authorities, and decentralized organizations.
  • Experience in ecosystem assessment, including policy environment analysis, to identify gaps in laws and regulations for effective rule or policy implementation.
  • Demonstrated expertise advising government agencies, particularly local governments, and MSMEs on reforms and the refinement and development of new initiatives.
  • Familiarity with the digital technology requirements of private-sector agricultural actors such as producers, aggregators, processors, and agro-input dealers.
