POSITION: MEAL Specialist
Job Description
The Monitoring, Evaluation, Accountability, and Learning (MEAL) Specialist is in charge of assisting the project in establishing performance measures, collecting and analyzing performance data, developing quality improvement standards, planning and managing evaluations, and assisting the Project Manager in using performance data to make decisions and allocate resources. The incumbent will be stationed in the Tamale Sub-office and report directly to the Project Manager.
KEY RESPONSIBILITIES FOR THE ROLE
- Design and manage. Monitoring, Evaluation, Accountability, and Learning System
- Create and execute performance monitoring frameworks, such as log frames, results frameworks, project planning matrices, indicators, and monitoring tools, under CARE and Global Affairs Canada guidelines.
- Lead the project team in developing appropriate methods and strategies for monitoring and assessing the performance of implementing partners and the program as a whole.
- Lead the formulation of Terms of Reference for internal and external evaluations such as baseline surveys, midterm evaluations, and final evaluations, as well as other types of research such as Knowledge, Attitudes, and Practices Surveys (KAP).
- Support the Project Manager and implementing partners in using evidence-based resource allocation by holding regular generation and feedback sessions with management.
- Participate in the creation and formulation of strategies, work plans, and assessments.
- Data Collection, Analysis, and Quality Assurance
- Develop appropriate data-gathering technologies to meet donor and organizational requirements.
- Set up and manage an electronic Management Information System (MIS) for data entry and storage.
- Regularly update the project’s Performance Indicator Tracking Template (PITT) with KPI revisions based on information acquired through regular monitoring as well as the project database.
- Clean and analyze data every month, then create graphs and reports for quarterly reporting.
- Lead the analysis of data generated under the monitoring framework to assess progress and identify areas for improvement.
- Conduct site visits to guarantee data quality, reliability, and consistency, as well as a fluid flow from the field to the CARE office and donor.
- Ensure that maximum protections are in place to protect the electronic database and any other data-gathering files following CARE and donor data security standards.
- Implement quality assurance methods to verify the accuracy, validity, and reliability of monitoring data and research outcomes.
- Conduct and manage Routine Data Quality Assessments (RDQA), ensuring the implementation of remedial actions to improve data quality and staff/partner accountability.
- Reporting, Knowledge Management, Collaboration, and Learning
- Lead the creation of comprehensive and concise reports based on Global Affairs and CARE-mandated reports, including PIIRS.
- Prepare data for archival as per the donor’s digital data archive policies.
- Build the capacity of project personnel and partners in results-based M&E, and work with the PM to establish an evidence-based M&E culture on the project.
- Establish and maintain strategic stakeholder relationships to enhance collaboration, coordination, and information sharing with other like-minded organizations and initiatives for successful implementation.
- Organize critical reflection meetings on the findings and recommendations from field data collection, assessments, and feedback to improve program quality.
- Work with the program team to ensure accurate documentation using knowledge management methodologies.
- Implement a gender-transformative and inclusive monitoring system.
- Implement a gender-transformative M&E system that collects and analyzes disaggregated data based on gender and age.
- Changing capacities and vulnerabilities, responding to participant requirements, and addressing unintended outcomes.
- Changes in agency, relationships, and structures
- Changes in gender and social norms can be tracked via participatory and qualitative monitoring procedures.
Required Skill or Experience
Expertise in monitoring, assessment, accountability, learning, and research methods, norms, and procedures.
Experience
At least three years of expertise in monitoring and evaluation, accountability, learning, research and evaluation methodologies, standards and practices, or project management.
Skills
- Strong analytical, critical thinking, research, and report writing abilities, as well as exceptional presentation and facilitation capabilities.
- Independent, self-motivated, creative, and efficient at meeting deadlines.
- Ability to work with minimal or no supervision.
- A team member is willing to work in and contribute to a team-building environment.
- Excellent written and verbal communication abilities.
- Strong abilities in qualitative and quantitative analytic statistical software (e.g., STATA, SPSS) and qualitative software (e.g., Atlas. ti, NVivo), as well as shown expertise in data visualization using graphs, charts, maps, and GIS
- Experience with web-based data management systems, Open Data Kits, and mobile data collection.
- Demonstrate a grasp of current MEAL trends and advances, as well as IT literacy.
- Education: Degree in Economics, Statistics, Project Management, Social Science, or a related discipline.
