Job Description

TKG is looking for a highly trained and experienced Third-Party Monitoring, Assessment, and Data Collection expert to work as a Monitoring, Evaluation, and Learning (MEL) Officer. The individual must be a Ghanaian national or resident and fluent in English.

Key Responsibilities and Tasks

The MEL Officer will be in charge of the program’s monitoring, evaluation, learning, and results-reporting activities, reporting directly to the MEL Advisor.

  • Managing and supervising the overall MEL for the program.
  • Contribute to organizational learning by designing procedures, processes, and systems to encourage and facilitate more effective sharing of program results, approaches, feedback from partners, and lessons learned throughout the organization; use this insight to contribute to the field and shape future programs.
  • Improving M&E feedback, feedback, and learning procedures throughout the business via training, workshops, webinars, and so on.
  • Develop the data architecture needed for continuous monitoring, assessment, learning, and feedback to improve strategy and implementation.
  • Implement and improve a monitoring, evaluation, and feedback structure to aggregate and disseminate program outcomes.
  • Create periodic project reports under project requirements to ensure effective communication with donors and stakeholders.
  • Tasks may include developing and implementing project and program M&E frameworks, as well as creating MEL plans to ensure project objectives and outcomes are met.
  • Lead and supervise program-level evaluation of higher-level outcomes and change theories, as needed.
  • Conduct and manage research and data collecting by external M&E organizations and learning resources.
  • Ensure that realistic interim and end-of-project MEL targets are established.
  • Supervising other MEL employees to ensure MEL outcomes are met.
  • Assisting and advising colleagues with activity-level monitoring and evaluation initiatives, ensuring quality and consistency across activities

Project implementation and evaluation.

  • Oversee project and program MEL activities under the annual work plan, with a focus on outcomes, impacts, and lessons learned.
  • Conduct and supervise the following duties as needed: performance and context monitoring, analysis and assessments, Third-Party Monitoring (TPM), Data Quality Assessments (DQAs), capacity building and STTA, and managing technical support connected to MEL.
  • Maintain and analyze the project’s monthly outcomes tracker, which includes important activities, indicators, baselines, and targets, to monitor progress.
  • Lead the establishment of TORs and evaluation processes under the projects’ and USAID criteria.
  • Manage and manage all MEL activities for the program in all the specified countries.

Reporting:

  • Develop and submit periodic reporting needs for the project. – Ensure the quality of MEL-related project term reports before submission to the MEL Advisor and USAID.

Capacity Building and Lessons Learning

  • Provide guidance, support, and recommendations to project management about monitoring and evaluation, performance management/monitoring, and results reporting.
  • Organize and train program and project colleagues in MEL to help build local capacity.
  • Recommend and design strategies for measuring project performance and assisting in the implementation of procedures for data collecting and verification.
  • Help create and implement a system for identifying, analyzing, documenting, and disseminating lessons learned.
  • Gather case studies that demonstrate problems, progress, and creativity in the project’s work.

Minimum requirements

  • Minimum of a Master’s degree in Social Sciences, Environmental Sciences, or comparable subjects.
  • At least four years of experience conducting third-party monitoring, assessments, and data collecting for USAID-funded projects and initiatives in Ghana and throughout West Africa.
  • Strong communication skills and the ability to effectively collaborate with stakeholders from various backgrounds.
