POSITION: Loss Reduction Expert – Ghana

Project Summary:
Tetra Tech is carrying out the recently granted five-year USAID Power Africa Empower West Africa (EWA) Activity. Building on the achievements of Power Africa over the past decade, EWA intends to close the region’s energy poverty gap by boosting the supply and availability of affordable, dependable, and sustainable electricity. By 2029, EWA intends to establish six million additional electricity connections, attain financial close on 2,500 megawatts of new generation capacity, build 1,500 kilometers of new power lines, and sell 40,000 productive use of energy (PUE) devices.
Position Summary:
Tetra Tech is looking for a loss reduction expert who will report to the utility performance lead and work with the country’s technical advisor, utility management specialist, distribution specialist, and targeted utilities. The loss reduction specialist will assist the utility performance lead in identifying activities and developing work plans for specific countries/utilities, designing interventions, mitigating any conflicts of interest, supporting data collecting and analysis, and deploying technical skills. This position is full-time, and hiring is subject to USAID clearance. Interested individuals must be eligible to work in Ghana or the target country. Regional travel will be required in the target nations.
Position Responsibilities:
- Supports the attainment of project objectives relating to loss reduction enhancements.
- Implement initiatives under the supervision of the utility performance lead. Perform high-quality work, complete field reports correctly, gather evidence and images of results and guarantee that visiting clients are properly connected to the distribution network.
- Support the design, supervision, and/or coordination of technical services and operations in the target country.
- Provide thought leadership and technical support as needed to meet loss reduction targets.
- Maintain good relationships with important institutions, such as government agencies, utilities, and private-sector enterprises.
- Facilitate and create pilot projects to help reduce electricity losses and increase performance.
- Participate in frequent reporting, including weekly, monthly, quarterly, and annual reports, as well as monitoring and assessment tools.
- Establish policies, processes, and guidelines.
- Supports the attainment of project objectives relating to loss reduction enhancements.

- Negotiate contracts with electricity providers to get the best rates and terms.
- Implement energy saving and demand control measures to reduce total electricity consumption.
- Monitor power usage and expenditures, and provide performance metrics and trends.
- Prepare daily work lists for inspection.
- Process all data from all utilities in an accurate and timely manner.
- Report any instances of misconduct, corruption, or other irregularities among utility staff that may be linked to energy theft or other illegal activity.
- Report any illegal conduct found at work (as required by law).
- Create training materials and workshops to help stakeholders develop their knowledge and abilities.
Minimum Qualifications
- Bachelor’s degree in economics, engineering, finance, or a related discipline, preferably in the energy business. A master’s degree is a plus.
- 8 years of relevant experience working in the energy industry.
- Work experience in developing nations.
- Knowledge of a variety of areas, including customer regularization, electrical loss reduction, billing systems, and distribution infrastructure.
- Previous experience with USAID and/or donor agency programmes.
- Strong organizational and interpersonal abilities; capacity to tackle big problems using a localized approach; exceptional interpersonal, diplomacy, and leadership skills, including the ability to manage high-level relationships.
- Excellent verbal and written English communication abilities.
Valued Qualifications:
- Experience with utilities in poor countries.
- Experience advocating for gender equality and women’s empowerment in the energy industry
