POSITION: Electrical Engineer
The role serves as an Electrical Engineer, providing OBO/Accra, Ghana with a comprehensive spectrum of crucial engineering and construction quality assurance, as well as managerial and technical oversight of the USAID Accra Densification Project (renovation/fit-out). Construction experience is preferred, as is some aptitude in Fire Alarm and Mechanical Systems.
Primary Duties and Responsibilities
- Performs quality assurance responsibilities, ensures that contractor’s work is correctly examined, and corrective actions are taken, verifies that supplies fulfill contract criteria, examines contractor submittals for compliance, and resolves issues.
- Oversees the construction contractor’s quality assurance and safety program.
- Observes on-site construction to ensure that construction elements are properly installed, shaped, and executed.
- Monitors construction progress against the project timeline and submits weekly status reports with recommendations based on a technical examination of project papers and field inspections.
- Performs technical examinations of the project’s electrical elements.
- Conducts technical inspections of electrical work, oversees the contractor’s quality control program, and examines project drawings and specifications for compliance.
- Supports and aids OBO/Accra in completing the project in compliance with contract requirements.
- Ensures that the contractor does the needed contract work in line with the design documents.
- Reads design/construction drawings, comprehending design narratives and computations.
- Reviews engineering shop drawings to see if the contractor matched the final design parameters.
- Understands and analyzes drawings in his/her discipline, as well as knowing the principles of his/her discipline and how it fits in with other disciplines.
- Develops working knowledge of all technical needs for the project.
- Provides quality assurance for the ongoing construction project.
- Reviews contractor submissions.
- Evaluate proposed submission substitutions with engineering implications; make recommendations to the Project Director Evaluate proposed submittal substitutions with engineering implications; make recommendations to the Project Director
- Coordinates the creation of independent government estimates (IGEs) for modifications and change orders.
- Prepares monthly progress reports and attends meetings to summarize project status, with an emphasis on engineering.
Minimum Skills and Requirements.
- Requirements for this position include an electrical engineering degree (Bachelor’s or higher) from an accredited program, as well as a minimum of seven years of experience on construction projects of similar scope and value to the one supported by this Task Order. Design office experience will not be considered.
- A Professional Engineering License (PE) is accepted in place of a degree.
- Overseas experience is preferred.
- Must hold Final Secret, Interim Top Secret (TS), or Final TS security clearance issued by the Defense Counterintelligence and Security Agency (DCSA) at the time of consideration.
- Knowledge of international codes is required.
- Experience evaluating and responding to Requests for Information (RFI).
- Experience assessing and evaluating design calculations and data from an engineering standpoint.
- Knowledge of construction safety regulations, such as EM 385-1-1 and OSHA.
- Knowledge of the Microsoft Office Suite, including PowerPoint, Excel, and Word is necessary.
- Some of the main duties of the work have a physically demanding component. In the performance of the activities and tasks described above, Construction Engineers MUST have the ability to: Work in confined locations such as crawl spaces, attics, utility pits, tunnels, manholes, and other confined spaces;
- Work at heights such as rooftops, ledges, and scaffolding, including climbing extension ladders and scaffolding;
- Move and handle large objects (up to 50 pounds), such as equipment, tools, and other building materials.
- See objects that are near, far, in colour, or at night, perhaps including depth perception; and
- Hear speech or other sounds, maybe with sufficient sensitivity to hear noises at low volumes or in loud situations.
- Manage periodic work that needs frequent and repeated periods of prolonged standing, bending, and stretching.
Desired Skills & Requirements
- Construction management, project management, and supervision experience connected to Electrical and Telecom in the area of Fit-outs, renovations, and furniture installations (commercial and predominantly government contracts preferred)
- Experience on past DOS projects Able to do inspections on active construction in progress Experienced with Punch-listing and identifying non-code compliance electrical installations
- Familiarity and strong working understanding of current electrical codes as they apply to system furniture setups
- Specific experience with high and low-voltage equipment, as well as telephone and fire alarm systems, is desired.
SRC IS A CONTRACTOR FOR THE US GOVERNMENT. THIS POSITION WILL REQUIRE US CITIZENSHIP AS WELL AS A US GOVERNMENT SECURITY CLEARANCE AT THE SECRET LEVEL WITH TOP-SECRET ELIGIBILITY.
WORK LOCATION: Accra, Ghana (US EMBASSY).
PROJECT DURATION: 16 MONTHS, WITH EXPECTED FOLLOW-ON WORK IN THE DOS PROGRAM
