POSITION: Finance Officer

ROLE SUMMARY

The Finance Officer (FO) reports directly to the Finance Manager (FM) and is in charge of overseeing the proper implementation of financial operations under Right to Play programs. The incumbent will provide support and advice by working closely with the Project Lead, finance, and logistics teams. This partnership entails handling activities linked to specific grants, such as accounting and budgeting, and plays an important role in assuring the financial success and compliance of grant-funded programs while also contributing to the organization’s broader goal and vision.

The primary goal of this function is to ensure complete compliance with Right to Play and Donor financial process rules and regulations, as well as to manage financial records, reports, and audit follow-ups. The FO must establish professional connections with project personnel to ensure response to local needs and awareness of donor standard practices.

Financial accounting and controls:

  • Record and analyse all grant-specific financial transactions in the accounting system on a timely basis; examine activity financial reports (verifying coding, arithmetic accuracy, documentation, and authorization); and reconcile operational expenses and account balances.
  • Play an important role in the month-end closing operations by ensuring that organized, full, and properly approved packages are delivered in accordance with the FM/SFO’s month-end closing schedule.
  • Monitor bank transactions for correctness and submit monthly bank reconciliations for the Finance Manager’s final evaluation and approval.
  • Before processing payments, ensure that the documents are complete and that all supporting documentation has been reviewed and approved.
  • Examine partners’ expenditures and forecasts in relation to established budgets.
  • Verify partner supporting documentation and assist the FM/SFO in performing field visits with partners.
  • Support the production of monthly projections by consulting with budget holders.
  • Work with the project lead to correct any coding problems for posted transactions in the system as needed.
  • Assist the FM/SFO with external and/or internal audit requests.
  • Identify and recommend changes to implementation procedures in accounting, finance, and budgeting.
  • Manage the collection and recovery of contractual, project partner, personnel, and travel advances, as well as other receivables.
  • Maintain a current understanding of local government financial requirements and compliance with tax legislation and other legal obligations.
  • Ensure all expenses are permitted and approved in conformity with the In-Field Authorization Policy.
  • Make frequent spot checks on inventory records to make sure that the logistics department’s inventory tracking reports are consistent.
  • Perform frequent spot checks on Asset Lists to ensure that the Fixed Asset Register submitted by the logistics department is in sync.

Grant Budgeting, Reporting, and Compliance:

  • Develop and supervise budgets for grant-funded initiatives, ensuring that they are consistent with the grant’s aims and objectives.
  • According to the FM’s instructions, prepare frequent project financial reports for internal and external stakeholders.
  • Help the Project Lead and Finance Manager prepare financial forecasts for a specific grant.
  • Take occasional field trips to evaluate financial difficulties and procedures.
  • Maintain financial controls to protect the grant funds.
  • Monitor grant expenditures to verify they are within budget and in accordance with grant standards.
  • Analyze financial data to spot trends, potential problems, and opportunities for improvement.
  • Promote compliance with relevant donor rules and Right To Play policies and procedures, and do other activities as assigned.
  • Facilitate the financial close-out of grants by ensuring that all reporting and paperwork requirements are met.
  • Assist the Finance Manager in reviewing financial assessments, monitoring, and training for local partner organisations.
  • Ensure that the yearly grant procurement plan is established and updated on a regular basis.
  • Assist the Finance Manager with procurement committee verification (examination of bids and tenders) and ensuring all purchase paperwork is adequately documented and adheres to policies.
  • Assist in analysing consulting, vendor, and partnership agreements following the Project Lead.

Capacity Building and Team Management:

  • Provide program staff with grant-related financial management training and support.
  • Build the team’s financial management capacity to improve grant compliance and efficiency.
  • If applicable, manage and lead a team in charge of financial obligations within the office or grant.
  • If required, ensure that detailed and constructive performance reviews are completed on time, and enable discussions about performance and career possibilities with designated staff.

Required Skill or Experience

EDUCATION/TRAINING/CERTIFICATION:

  • Bachelor’s degree in accounting, finance, business administration, or a similar field.

EXPERIENCE:

  • +4 years of experience in a similar function, including accounting, grant management, and budget development.

COMPETENCES AND PERSONAL ATTRIBUTES:

Technical Skills:

  • Excellent Microsoft Office includes Outlook, Word, Excel, and PowerPoint.
  • Experience with accounting software, ideally Microsoft 365 or Navision.
  • Superior bookkeeping skills.

LANGUAGES: Fluency in English, both spoken and written, is a desirable qualification.

Experience working in an NGO and managing direct reports.
