Programme Officer at UNICEF

UNICEF works with the Ghanaian government to protect children’s rights and help them succeed. UNICEF’s Accra and Tamale offices aim for strategic program success. Every child should survive, flourish, live in a safe and clean environment, learn, be protected from violence and exploitation, and have an equal chance in life.

The current Country Programme of Cooperation aligns with Government priorities, the UN Sustainable Development Partnership (UNSDP), and Key Results for Children (KRCs) in the West and Central African Region (immunization, nutrition, learning outcomes, ending child marriage and open defecation). UNICEF prioritizes evidence-based advocacy, system strengthening, integrated programming across sectors, disaster preparedness and response, and innovation.

How can you make a difference?

The Programme Officer (Adolescent Development and Youth Participation (ADYP)) will provide professional technical, operational, and administrative support throughout the programming process to integrate adolescent development and youth participation and civic engagement into the UNICEF Country Programme and Generation Unlimited partnership.

The Officer prepares, executes, manages, and implements technical and operational activities, including cross-sectoral support for adolescent development, youth involvement, and advocacy. According to ADAP guidelines, the officer will mobilize young networks and activists to help the CO engage youth on CO and national objectives.

Key Duties

Programming and planning assistance
  • Research, gather, analyze, and report related information/data for development planning, priority setting, and adolescent development and youth engagement program goals, objectives, strategies, and results-based planning.
  • Develop and implement youth development and civic engagement programs. Support program management systems that involve youth governance and decision-making.
  • Promote meaningful youth participation in UNICEF program design, execution, reporting, monitoring, and evaluation and the GenU country investment agenda.
  • Assess adolescent development and youth civic engagement programs through monitoring and evaluation, program reviews, and annual reviews with government and other partners.
  • Monitor program resources, ensure compliance with approved allocation/goals, organizational norms, regulations/procedures, donor commitments, accountability, and integrity.
  • Prepare program materials/data for assessment and approval. Make UNICEF and donor reports.
  • Report important issues/findings to management/stakeholders for timely resolution. Follow up on unresolved issues to ensure resolution.
  • Contribute to the facilitation of intersectoral collaboration and coordination on adolescent development and youth participation through the cross-sectoral cluster of Adolescent, Gender and Youth focal points within the UNICEF Country Office.

Partnerships and networking
  • Establish strong working partnerships with adolescent and young leaders and youth-led groups to inform and deliver UNICEF programmatic results and GenU country investment agenda.
  • Support partnerships with government MDAs including the National Youth Authority, Youth Employment Agency, Ghana Library Authority, and others to inform, promote, and deliver UNICEF ADAP program results.
  • Support media networks that organize teenagers and young people to voice their children’s rights demands.
  • Support adolescent development policy and campaigning.
  • To support adolescent development and youth involvement programs, research public and private funders and generate resource mobilization materials and briefs.
  • Support partners, particularly the GenU partnership, to create effective platforms and processes for youth mobilization and engagement in governance, cocreation of solutions, and policy and program formulation and execution.

Innovation, knowledge management and capacity building

  • Apply innovative approaches and promote good practice to support the implementation and delivery of impactful and sustainable programme results.
  • Research and report on best and cutting-edge practices for development planning of knowledge products and systems.
  • Support with capacity building of UNICEF staff and partners on adolescent development, and meaningful adolescent and young people’s engagement and participation.
  • Work with young people to develop innovative methods from global and local contexts that support co-creation and active engagement of adolescents and youth in programming that aims to address their concerns and needs.

Qualification Required & Experience

To advocate for all your children…

  • A university degree in one of the following fields is required: social science, political science, development studies, public policy, human rights, anthropology, psychology, sociology, education, communication, or another relevant technical field
  • A minimum of two years of professional experience in development planning and management of adolescent programming and young people’s participation or related areas is required.
  • Relevant experience in a UN system agency or organization is considered as an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
