ROLE: Monitoring & Evaluation Specialist

Their role and purpose

ACET needs a Monitoring & Evaluation Specialist to lead institutional and programmatic M&E technically and strategically. ACET’s MEL Specialist will build a performance measurement framework with reliable models, data collection techniques, and performance indicators. He will also organize and conduct assessments and help ACET management use performance data for decision-making and resource allocation.

Background of unit, program, or project

  • Job Title: Monitoring, Evaluation, and Learning Specialist
  • Reports to: The COO reports
  • Location: Accra or Remote

Responsibility and Roles

The MEL Specialist will, in particular:

  • M&E Strategy: Lead the technical development of institutional and programmatic theory of change frameworks.
  • M&E Framework: create indicators, baselines, and targets for new initiatives and modify current frameworks for continuing programs and projects.
  • Planning: collaborate with technical and operational teams on M&E strategies and actions.
  • Regularly collect and evaluate data on actions, outputs, outcomes, and impacts to inform stakeholder responsibility and learn from experience.
  • Reporting: lead effective, accurate, and timely project and program monitoring, assessment, and reporting. The role includes collaborating with the communications team to effectively communicate ACET outcomes and improving the M&E process to promote efficiency in acquiring and using performance data. A functional M&E assessment and roadmap (human resources, budget, etc.) may be included. The MEL specialist will integrate lessons learned into program implementation to improve interventions and outcomes.
  • Training: Train ACET staff in activity monitoring, assessment, and learning.
  • Partner Engagement: Ensure ACET’s partners endorse and apply its M&E planning, activity monitoring, and outcome sharing processes. This includes co-creating indicators and reporting program successes, impacts, and difficulties to ACET stakeholders. The MEL Specialist will manage ACET’s relationships with funders and sponsors, draft the annual report, improve quality assurance and performance, coordinate communication with the communication office, and manage the organization’s people.

Qualifications and Experience

Learning/Experience

  • Master of monitoring and evaluation or related fields like development studies, economics, political science, social science, program management, etc.
  • Successfully developed and implemented a development institution impact measurement framework. Experience in an economic policy institute will help.
  • Minimum 5 years post-master’s experience in performance monitoring and evaluation with international development organizations
  • Experience in project monitoring, evaluation, and advisory in multisectoral settings
  • Experience in developing logic models for programs and projects
  • Experience leading performance management plan/tool implementation
  • Professional people management experience.

Knowledge, Skills, Abilities

  • Strong research and data collection abilities
  • Effective oral and written communication with partners, government, and communities
  • Strong interpersonal skills

Desirable

  • French proficiency is a plus.
