ROLE: Monitoring and Evaluation Senior Officer (Access to Justice and Grant Management) – Retainer

Role Specific

As of January 2024, which is already halfway through the program’s implementation, GOJUST has committed grant funding to 29 organisations that are implementing 32 projects, and it is planned that no additional grants will be awarded until the project is completed. The primary focus of the work from now until the end of the programme duration will be monitoring, assessment, coaching, and capacity building for the grantees who are already on board.

This position of M&E Senior Officer for Access to Justice and Grants Management will report directly to GoJUST II’s Senior Project Manager and the GoJUST2 Senior Adviser for Access to Justice of the partner organisation, the British Council, for strategic advice and overall cohesion with the result’s framework, as well as the robust implementation of Result Three in relation to the three other result areas. The ME Senior Officer will also work with the GoJUST2 Programme Lead on MEL.

The post demands travel to various sites where grantees are carrying out their operations throughout the country’s island groups, including Luzon, Visayas, and Mindanao.

Functional Responsibilities

The Senior Officer’s primary tasks will be in the following areas, as directed by the Senior Project Manager of GoJUST II:

Results-Based Management.

  • Provide continuing technical assistance and support, as well as verify and report on the various access to justice awards, including activity, output, and outcome-level results.
  • Identify and follow up on areas where projected results are not being met, as well as the reasons for this, in collaboration with the rest of the UNOPS/British Council team and others as needed. Data monitoring, qualitative information collection, and report authoring, particularly for narrative reports, grantee monitoring sheets, and other associated databases that require technical data on log frame results.
  • In collaboration with the MEL Lead and the PMO-Grants, suggest improvements to the monitoring mechanisms used to track project activities and outcomes connected to grants for access to justice.
  • Use and analyse statistical data from monitoring and assessment to gain a better understanding of overall progress towards project goals.
  • Support the reporting of programme data to enable timely and effective decision-making and planning, including the reporting of findings and suggestions during grantee monitoring and site visits across the country.
  • Maintain a record of field monitoring, issues identified, and progress using the field monitoring visit templates.
  • Address or flag difficulties that limit partners’ ability to deliver their programmes, and provide advice to grantees in cooperation with the Senior Adviser and PMO Grants.

Evaluation

  • Provide feedback and analysis on the project interventions’ relevance, efficacy, and long-term viability in relation to community needs.
  • Provide information to the PMO Grants and the MEL. Lead on the contribution of the grantees’ efforts to access to justice in general, and develop an agenda for evaluation studies, if needed.
  • Examine the grantee project’s implementation quality and outcomes, as well as the compliance of partners with all applicable standards and safeguards.

Capacity Building and Learning

  • Conduct feedback meetings with grantees on fieldwork findings, get an agreement on corrective action, and monitor implementation of the action plan.
  • Provide targeted technical coaching and/or training to grantee personnel and partners to address identified shortcomings, either directly or in collaboration with other members of the GOJUST team or other resource individuals.
  • Coordinate and facilitate monitoring visits by other key stakeholders, such as the communications team, other senior advisers, and other GOJUST officials as needed.
  • Conduct fieldwork and use a variety of participatory approaches to ensure that grantee project quality and outputs meet sector standards, other global and regional standards, and agreed-upon programme standards.
  • Other duties may be assigned as needed.

Education, Experience, and Language Requirements

Education:

  • An advanced university degree (Master’s equivalent) in law, public administration, social justice, development studies, or other disciplines relevant to development work is required to assist vulnerable sectors with their justice needs, with a preference for law, justice, and grant management-related disciplines.
  • A bachelor’s degree in the above subjects, together with at least two years of strong experience on Access to Justice programs/projects, may be accepted in place of the master’s degree.

Experience:

  • Two years of relevant experience in law and justice programming, legal assistance to vulnerable groups, legal aid work, monitoring and mentoring CSOs in their justice work, and civil society grant management is essential.
  • Experience in multi-sectoral development with an emphasis on law, justice, legal assistance, and allied disciplines, preferably with international organisations, the United Nations, international NGOs, and/or funders, is desirable.
  • Significant donor and grant management expertise is preferred.
  • Experience defining problems, gathering data, establishing facts, and making valid conclusions is a great advantage.
  • Experience with G-Suite programmes or Microsoft Office is preferred.

Language:

  • Fluency in written and spoken English is necessary.
  • Fluency in Filipino is essential.
  • Knowledge of different regional dialects is desirable.
