Job Description.
We are now looking for competent Country Programme Lead candidates to be proposed for an upcoming FCDO/Tackling Deadly Diseases in Africa Programme Phase II in Ghana, which will boost national public health and emergency capabilities to better prevent, diagnose, and respond to disease outcomes. The Country Programme Lead’s major role is to ensure that the project work plan is successfully implemented, and that all FHI 360 targets and deliverables are met while staying within the allocated budget.
The national Programme Lead will oversee the operations of the Ghana national team in support of FHI’s 360 obligations for TDDAP2. This project will need contact, coordination, and reporting with FCDO, as well as liaison with in-country FCDO partners. Job Summary
The Country Programme Lead will be responsible for implementing activities to support operationalizing priorities for NAPHS in Ghana for national ownership and sustainability, implementing strategy and capacity building activity for workforce development for health security, strengthening coverage and integration of data for surveillance, laboratory capacity building, climate informed approaches and One Health, and strengthening the improved role of communities and civil society.
Responsibilities
Essential job functions include duties and responsibilities.
- Provide leadership to the staff members working on this project component, ensuring plan clarity and prioritization, and fostering successful collaboration.
- Establish and sustain collaborative relationships with a diverse range of project partners, including relevant government ministries and agencies, community leaders and groups, donors, other implementing organizations, and FHI 360 colleagues.
- Providing technical assistance in developing and implementing national and subnational disaster preparation plans, guaranteeing the continuity of vital health services, learning from COVID-19, Ebola, and other epidemics, and aligning with a one-health strategy.
- Supporting the creation and execution of workforce strategies to improve essential public health functions, such as National Public Health Institutes.
- Strengthening national capacities for Integrated Disease Surveillance and Response (IDSR) implementation and scaling up.
- Supporting risk communications and community engagement to communicate public health hazards in an open, timely, and coordinated manner using mechanisms incorporated into National Action Plans for Health Security (NAPHS).
- Supporting ways to improving health security capabilities as part of a larger health-system strengthening framework.
- Create tools for designing and implementing technological strategies and project components.
- Ensure and take part in excellent project monitoring, evaluation, and learning.
- Review, analyse, and assess project effectiveness, and provide recommendations for improvement.
- Represent the organization to external entities in professional meetings and conferences.
Required Skill or Experience
- A bachelor’s degree in public health, international development, or a related discipline with an emphasis on infectious disease detection, surveillance, or diagnostics; or a master’s degree in these fields with at least 5–7 years of experience.
- A minimum of 7–10 years of experience managing health system strengthening programs.
- Experience with FCDO and other donor management, programs, and operations, including regulatory and reporting requirements.
- Demonstrated knowledge and experience with infectious disease identification and surveillance.
- Technical expertise in infectious disease(s)
- Strong analytical skills and the capacity to make data-driven decisions.
- Strong English writing, speaking, and presenting skills.
- Interpersonal abilities have been demonstrated in facilitation and stakeholder engagement/coordination.
- Experience working in Africa, particularly Sub-Saharan Africa.
- Willingness and ability to travel at least 25% inside Ghana, with additional travel as needed.
- Authorization to work in Ghana.
