MEL Coordinator at Plan International

Dimensions of the Role
The MEL Coordinator will help improve the effectiveness of the project’s MEL system, knowledge management system, and M&E capacity development for local organizations.
Typical Responsibilities
- Help build monitoring and assessment tools and processes
- Help stakeholders finalize and validate performance measurement frameworks
- Support composite indices that aggregate, rank, and summarize numerous indicators and data points.
- Help build qualitative and quantitative monitoring tools for WROs at different levels.
- Project monitoring includes tool design, data collecting, cleaning, compilation, analysis, validation, and stakeholder sharing.
- Maintain a Management Information System to gather, store, and evaluate output and activity data.
- Support project baseline and endline studies, including creating Terms of Reference and ensuring consultants deliver high-quality, cost-effective reports by checking methodology, tool relevance, and report quality.
Qualification and Experience
- Advanced degree in statistics, measuring, planning, monitoring, evaluation, development studies, social science, or related subjects.
- 4+ years of development project program planning, monitoring, evaluation, learning, and study.
- Knowledge of results-based management methods
- Experience designing and deploying MEL systems, including management information systems
- Knowledge of project planning, management, monitoring, evaluation, and reporting processes and systems.
- Good experience directing quantitative and qualitative tool design, data collecting, statistical analysis, data presentation, and validation.
- Working with business, public, and non-profit stakeholders and understanding women’s economic empowerment programme are advantages.
Skills.
- Experience applying MEL frameworks in multimillion-dollar institutional grants from Global Affairs Canada, USAID, DFID, and EU.
- Feminist, gender equality, and women’s economic empowerment knowledge.
- Monitoring, assessment, and results-based management skills.
- Project cycle management expertise.
- Data design, entry, and analysis in Microsoft Excel, Access, Word, and PowerPoint; statistical software understanding (e.g. SPSS) preferred
- SAP experience helps.
- Writing proficiency (report writing etc.)
- Self-starter works alone.
- Interpersonal and cross-cultural competence.
- Flexible and willing to work late to achieve reporting deadlines.
