POSITION: Fisheries Officer
JOB SUMMARY
The Ghana Fisheries Recovery Activity (GFRA) aims to avert the collapse of Ghana’s small pelagic fisheries sector while also increasing supplemental livelihoods, resilience, and food security. This Activity aims to improve supplemental livelihoods and resilience measures for fishing communities, particularly women and youth; facilitate private sector engagement and market linkages in the fishing sector; strengthen government capacity in policymaking, regulation, and enforcement; improve science and research, including data for policy and management decisions; and empower key stakeholders to effect change.
The Fisheries Officer will assist with the implementation of GFRA and GFRA partner fisheries activities, namely fisheries management interventions, co-management, and capacity building to apply scientific information to fisheries management. The Fisheries Officer will encourage important fisheries stakeholders to participate in GFRA fishery management operations.
Main Responsibilities and Tasks
- The Fisheries Officer is responsible for ensuring the quality and timeliness of GFRA’s fisheries initiatives. Specifically, he or she will:
- Support the implementation of national-level fisheries co-management activities, including as preparatory processes and meetings of the Science and Technical Committee (STC) and the Fisheries Management Operational Committee.
- Support GFRA’s efforts to operationalize subnational co-management committees, including active involvement and ownership by regional Fisheries Commission directors.
- Support GFRA activities that promote the execution of the Marine Fisheries Management
- Plan, such as a restriction on new entrants, a closed fishing season, and other access regulation initiatives.
- Support fisher outreach and engagement initiatives such as Fisher-to-Fisher conversations, community durbars, and behaviour change communication activities.
- Ensure that all stakeholders actively participate in these initiatives.
- Support the establishment of an annual Fisheries Science Symposium.
- Support GFRA’s efforts to establish marine protected areas.
- Maintain close ties with fisher stakeholders at GFRA locations.
- Ensure that GFRA fisheries operations are strongly linked to other GFRA goals such as livelihoods, gender equality, child labour and trafficking, and post-harvest improvements.
- Support the monitoring, assessment, and learning of GFRA project performance and progress in fisheries management. Provide input to USAID’s quarterly and annual reports.
- Support the preparation of quarterly and annual work plans and budgets, as well as the timely implementation of activities within the approved budget levels.
- Other tasks as assigned by the Policy and Enforcement Advisor or Chief of Party.
Required Skill or Experience
- Master’s degree in fisheries management, coastal/marine resource management, law and policy, or a related discipline. A first degree combined with two years of qualifying experience may be recognized as an alternative to an advanced university degree.
- Relative experience with USAID and/or other donor-funded projects of comparable scale and complexity is preferable.
- Experienced in community engagement and developing partnerships with fisheries stakeholders in GFRA locations.
- Requirements for this position include strong organizational skills, capacity to work in a fast-paced environment, and experience collaborating with civil society, non-governmental organizations, and fishermen.
- Professional written and spoken skills in English are necessary.
