Job Description
LINC is implementing the USAID-funded Monitoring, Evaluation, and Learning (MEL) Platform in Ghana. This initiative aims to provide USAID/Ghana with expert monitoring, evaluation, and learning services, delivering high-quality and on-demand technical assistance in these areas to USAID/Ghana staff, implementing partners, and local stakeholders, all while advancing U.S. foreign policy objectives and USAID’s strategic aims in Ghana.
LINC is currently seeking an Evaluation Expert for the MEL Platform. The Evaluation Expert will be responsible for overseeing evaluations, analyses, and assessments throughout the activity’s lifespan, including the dissemination and application of results in collaboration with the Chief of Party.
Responsibilities
- Lead evaluations, analyses, and assessments during the activity, including crafting or refining evaluation statements of work (SOWs), data collection processes, and designing evaluation methodologies that incorporate participatory data collection techniques and data quality verification.
- Ensure the design and quality of all evaluation reports and deliverables, including assessments, surveys, and studies, along with testing development hypotheses when possible.
- Create evaluation methodologies and participatory data collection protocols for both performance and impact evaluations.
- Collaborate with the Chief of Party to facilitate the sharing and utilization of evaluation findings through knowledge sharing and strategic learning processes to enhance innovation.
- Draft technical scopes of work and supervise the activities of consultants and subcontractors
- Provide evaluation technical assistance to USAID, implementing partners, and Ghanaian organizations.
- Act as the primary contact for one of USAID’s technical offices.
Required Skills and Experience
Qualified candidates should possess:
- A Master’s degree in monitoring and evaluation, agriculture, statistics, or business administration.
- At least eight years of proven experience in both quantitative and qualitative monitoring and evaluation methodologies.
- Demonstrated understanding of USAID’s collaboration, learning, and adapting (CLA) approach, utilizing MEL activities to inform project implementation.
- Ability to work collaboratively within a team and openness to both giving and receiving feedback.
- A strong background in international development sectors such as health, education, governance, and energy.
- Prior experience working in Ghana, with a solid understanding of the local context and culture.
- Excellent written and verbal communication skills.
- Fluency in English, both spoken and written.
