POSITION: Health Financing Officer
Ghana’s health financing plan seeks universal coverage. The vision covers all public and private financing. It sustains revenue growth and improves spending management and efficiency by expanding access to quality services. Ghana’s health sector’s governance revolves around financing. Money is raised from homes, businesses, the government, and donors.
The Health Fund and the National Health Insurance Fund use these funds to buy health-promoting, health-maintaining, and health-restoring products. Health funding must directly contribute and have obvious linkages to other health system tasks to improve health outcomes, protect financial risk, and increase system responsiveness. Health personnel are concentrated in well-off areas, mostly in the south. Doctors, nurses, pharmacists, and other highly skilled professionals are concentrated in Greater Accra Korle Bu and Komfo Anokye Teaching Hospitals. Another major issue in Ghana is the lack of accurate health workforce statistics, including numbers, distribution, historical trends, and attrition.
Duties
- Formulating and implementing good governance policies for transparency, accountability, and inclusiveness
- Promoting equity in health financing by targeting resources to services for the poor, vulnerable groups, and public health interventions to reduce catastrophic care costs
- High-quality health care delivery practices Resource mobilization innovation
- Financial risk protection and equitable advocacy for the poor and vulnerable
- Increased value for money through performance-based service delivery. Technical assistance for the National HRH Policy and Strategy’s creation, implementation, and M&E in light of global/regional HRH goals and strategies.
- Technical help in developing and implementing effective HRH management strategies for recruiting, deployment, retention, migration, and health security.
- Fostering the national education system to produce all types of health workers with the skills and capabilities to deliver integrated critical health services;
- Technical help in developing the national HRH information system, including the national health workforce observatory and accounts.
Qualifications
Education
Required: First university degree in Social Sciences, Health Economics, Health Financing, Health Systems, or Public Health from an accredited institution.
Desirable: Advanced university degree in health systems, HRM, or public health.
Experience
Five years of public health experience is required.

REMUNERATION
- An annual base pay of GHS 425,183 (subject to pension and health insurance deductions) and 30 days of yearly leave are included.
