POSITION: Community Systems Strengthening Advisor

URC is seeking an experienced Community Systems Strengthening Advisor for a four-year, $12 million USAID-funded Q4H activity in Ghana. The Activity’s goal is to develop the Government of Ghana’s (GoG) institutional capacity to promote and oversee higher quality health care in both the public and private sectors. This four-year Activity assists the GoG and stakeholders, including both recipients (or civil society) and service providers, in sustainingly improving the quality of health service delivery in Ghana, hence improving health outcomes.

The Community Systems Strengthening Advisor reports to the Leadership and Governance Director and collaborates with Ghana Health Service and stakeholders at regional, district, and sub-district levels to improve access to Community-based Health Planning and Services (CHPS).

Responsibilities

The specific responsibilities include the following:

  • Collaborate with regions, districts, sub-districts, and CHPS zones to increase stakeholder understanding of their roles and responsibilities, as specified in the CHPS Policy and Implementation Guidelines.
  • Support CHPS development and enhancement in specific districts in accordance with the CHPS implementation building blocks.
  • Provide technical assistance to improve continuity of service delivery by building an effective referral system across multiple levels of care.
  • Provide technical assistance to promote inter-sectoral collaboration and linkages between districts, sub-districts, community health offices/community health nurses, community health management committees, community leaders, and community groups to plan, administer, and manage health services.
  • Complete any other project-related duties that are assigned.

Knowledge, Skills, and Ability:

  • Demonstrated strong interpersonal, oral, and written communication and presenting abilities.
  • Demonstrated capacity to create teamwork and function as a team member, even with team members working in faraway places;
  • Ability to manage multiple tasks and report in a timely way;
    familiar with USAID’s administrative, management, and reporting procedures, systems, and requirements;
  • Proficient in Microsoft Office (Word, Excel, Outlook), as well as oral and written English communication skills.

Qualifications:

  • Requirements: Master’s degree in public health, social sciences, or similar discipline.
  • Requirements for this position include at least 8 years of experience implementing CHPS, managing a diverse workforce, and building strong relationships with local government officials, stakeholders, NGOs, and implementing partners.
  • Requirements for this position include expertise in designing and managing result-oriented programs, as well as establishing and maintaining relationships with government counterparts, implementation partners, and stakeholders. Previous work experience on USAID or other development projects is preferred.
  • This position is open to individuals who are legally allowed to work in Ghana. There are no allowances authorized for this role.
