POSITION: Chief Operating Officer

BRIEF PROFILE OF MIDA

An Act of Parliament in 2006 founded MiDA, which was amended by the Millennium Development Authority (Amendment) Act of 2006 (Act 709) and the Millennium Development Authority (Amendment) Act of 2015 (Act 897) (collectively, the “MiDA Act”). MiDA oversees and manages the Ghana Program, funded by the US Millennium Challenge Account, to reduce poverty through economic growth, as well as other national development programs funded by the Ghanaian government, development partners, or both.

MiDA has managed two Millennium Challenge Corporation-funded Compacts since its founding. Compact 1 addressed agricultural reform, whereas Compact 2 addressed power.

The Ghana Government appointed MiDA as the Economic Enclaves Project Coordinator of the Ghana CARES ‘Obaatan Pa’ Programme in January 2023. The Ghana COVID-19 Alleviation and Revitalisation of Enterprises Support (CARES) ‘Obaatan Pa’ Programme was launched in April 2020 by His Excellency President Nana Addo Dankwa Akufo-Addo to alleviate the economic impact of the pandemic. The three-and-a-half-year comprehensive effort aims to minimize the COVID-19 epidemic, restore robust growth, and restructure the economy.

The Ghana CARES strategy has purchased 50,000 acres for vital economic enclaves out of 110,000 acres nationwide. MiDA operates 10,000, 20,000, and 20,000-acre enclaves in Kasunya, Kumawu, and Banda, Greater Accra, Ashanti, and Oti, respectively.

Roles and responsibilities

  • Advise the CEO on initiatives to accelerate program planning and implementation
  • Effectively coordinate the work of MiDA Project Managers and Project Teams.
  • Advise the CEO on effective stakeholder engagement and help in such engagements to promote timely decision-making on project operations.
  • Advise the CEO on strategic problems including project planning and procurement scheduling.
  • Assist the CEO in preparing Program Implementation Plans, including budgets, disbursement request packages, work plans, procurement plans, and monitoring and evaluation (M&E) plans for submission to the MiDA Board of Directors
  • Assist the CEO in gathering, analyzing, and synthesizing relevant Program information from MiDA’s Project Managers, Consultants, and Contractors, and presenting such information to Program Partners, the Ghanaian public, and Stakeholder Groups in a timely and suitable fashion.
  • Assist the CEO in ensuring that MiDA’s operations are completely comply with local regulations.
  • Assist the CEO in providing daily leadership and advice to Project Managers, as well as coordinating MiDA’s work plans and deliverables.
  • Assist the CEO in identifying and managing significant project risks and challenges to minimize or limit delays in program execution.
  • Advise the CEO on available tools for continuous process improvement and aid with their deployment.
  • Assist the CEO in providing guidance and support to MiDA Project Managers with the following: –
  • Oversight of consultants’ performance (including advice on exercise alternatives).
  • Review milestones/targets for quarterly budgets, financial projections, periodic disbursement request packages, procurement plans, and high-level project work plans.
  • Review of financial and resource allocation and reallocation, project re-scoping, consultant performance, work plan amendments, and overall project implementation.

Qualification, Experience, and Competences

  • Must have an advanced degree or equivalent in agriculture, economics, engineering, or project management.
  • Twenty (20) or more years of relevant experience, with eight (8) of those years spent in senior management positions in a reputable organization or government agency.
  • Demonstrated expertise and demonstrated managerial skills in operating a significant company or program (budget of at least GHS100 million) with a permanent staff of at least fifty (50) people.
  • Familiarity with Ghana’s governmental finance management and donor project management systems, or equivalent systems.
  • Outstanding and demonstrating leadership and interpersonal skills.
  • Capable of developing and sustaining constructive connections with a wide range of stakeholders including government (both national and local), civil society, non-governmental organizations (NGOs), the commercial sector, and international funders.
  • Familiarity with Donor/Development Partners policies and processes will be beneficial.
  • Outstanding organizational skills, as well as the ability to work with and lead big, multicultural teams.
  • Computer skills in email, word processing, spreadsheets, and the Internet have been demonstrated, as has experience with Management Information Systems and project management systems.
  • Excellent written and oral communication abilities in English.
