POSITION: Program Manager

GNAD is a non-profit organization that promotes the rights of people who are deaf or hard of hearing. GNAD uses right-based advocacy to address cross-cutting concerns and improve deaf people’s access to public goods and services.

Job Description.

The GNAD, in collaboration with the DDL, is undertaking a number of projects, including the World Federation of the Deaf (WFD) Regional Secretariat of West and Central Africa (WCARS) project. The “Transnational Capacity Building Project for Deaf Associations” intends to strengthen the organizational capacities of National Associations of the Deaf in Togo, Niger, Mali, and Côte d’Ivoire, in collaboration with the WFD Regional Secretariat of West and Central Africa (WCARS). With DDL funding, the project aims to strengthen national advocacy for the recognition of Ghanaian Sign Language as a language, as well as the abilities of four countries.

The Ghana National Association of the Deaf (GNAD) and the Danish Deaf Association (DDL) are now looking for a program manager for a two-year fixed-term role beginning on April 1, 2024. The Programs Manager will work as part of the GNAD Secretariat in Accra, Ghana, and will report directly to the Executive Director.

Job Overview

The Programs Manager will report to the Executive Director of GNAD and will be responsible for managing the ‘Transnational Capacity Building Project for Deaf Associations, the Recognition and Promotion of Ghanaian Sign Language Project, and any other projects assigned to this role by the Executive Director.

Primary responsibilities:

  • As the primary point of contact for all GNAD project operations in the office, you will be responsible for timely submission, review, and quality reporting that meets donor standards.
  • Responsible for all deliverables under the WCARS and DDL-GNAD Sign Language programs and any other projects allocated by the Executive Director.
  • Periodically monitor training and continuing capacity-building programmes in Ghana and four other countries.
  • Supervise the disbursement of Local Development Funds, ensuring correct allocation and utilization.
  • In the absence of the GNAD Executive Director, act as a professional representative of the organization and ensure leadership continuity.

Required Skill or Experience

Experience:

The ideal candidate should have a proven track record in the following areas:

  • Experiences in program management, including at least 3–5 years of experience as a program manager
  • Demonstrated project management and coordination skills, including the ability to design, execute, and oversee projects efficiently.
  • Experience successfully coordinating various project partners, demonstrating the ability to cultivate collaborative relationships and manage varied stakeholders.
  • Proven expertise with data collection technologies, emphasizing a strategic approach to program implementation.
  • Ability to generate timely and high-quality results.
  • Proven managerial experience in a non-governmental organization (NGO), with an emphasis on leadership and a thorough understanding of the non-profit sector.
  • Proven experience dealing with people with disabilities or a willingness to work with them.
  • Proven experience in engaging and collaborating with local stakeholders during project design and implementation.
  • Demonstrate strong initiative and the ability to work well both in groups and independently.

Qualifications & Skills:

  • The ideal candidate should have at least a bachelor’s degree in social sciences, development studies, or a comparable discipline.
  • Strategic Thinking: Demonstrated capacity to think strategically and creatively during project planning.
  • Financial Expertise: Demonstrated understanding of budgeting, financial management, and resource allocation to ensure successful project outcomes.
  • Multicultural Networking: Effective involvement and networking in multicultural settings result in good collaborations.
  • Language Proficiency: Fluent in English, with knowledge of basic French for successful communication.
  • Adaptability: A track record of adopting new tools, methods, and information in order to stay current.
  • MEL Familiarity: Understanding of Monitoring, Evaluation, and Learning (MEL) Processes.
  • Community Engagement: Want to work directly with Deaf communities and demonstrate successful engagement
  • Managerial Leadership: Desirable past managerial experience in an NGO, with a focus on successful non-profit leadership.
