Job Description
- Location: Accra, Ghana.
- Start date: September 2024.
- LOE: up to 30 days.
- Period: September to November 2024.
- Reports to: Interim Resident Advisor.
Background
CHISU is a five-year global cooperative agreement supported by the United States Agency for International Development (USAID). Also, the program aimed to strengthen Health Information Systems (HIS), enable data exchange and usage across systems, and boost nations’ self-reliance by increasing the capacity for local leadership and engagement in all aspects of health data. As USAID’s flagship HIS and data project, CHISU’s cooperation with USAID supports host country health managers, health workers, and other stakeholders with four strategic goals:
- Host-country HIS has improved its governance and enabling environment.
- Quality health data and information systems are becoming more readily available and interoperable.
- Health data and information are increasingly in demand and being used to address health goals, gaps, and issues.
- Local partners’ organizational development has been strengthened to ensure long-term health data utilization.
Summary
The USAID-funded Country Health Information Systems and Data Use (CHISU) program is looking for a skilled consultant to help revise the Ghana Health Service’s (GHS) Enterprise Architecture. Moreover, GHS has an enterprise architecture that was created and implemented in 2009. However, this EA has not been updated since its inception.
CHISU is looking for a Technical Consultant who will work with the GHS to review, revise, and update the current (EA), which will provide a coordinated roadmap to facilitate the creation of meaningful systems and applications that allow for seamless standards-based interoperability and improve health data security and privacy, governance, business processes, technology, and data management within GHS.
Activity
- Evaluate and analyze the Ghana Health Service’s present Enterprise Architecture.
- Propose and develop a new Enterprise Architecture based on the evaluation results.
- Attend EA Task team meetings and seminars with CHISU and the GHS team.
- Provide progressive weekly draft reports on job status.
- Before finalization, share the new draft Enterprise Architecture with the key stakeholders, including CHISU and the GHS, for feedback.
- As delegated by the Resident Advisor, carry out other CHISU Ghana-related responsibilities.
Required Skill or Experience
- Advanced degrees (MSc, MPH, or other) in ICT, Computer Science, Public Health, and Health Informatics.
- A minimum of 5–10 years of expertise in disease surveillance and reporting, health information systems, monitoring and evaluation, data quality assessments, digital health, and related fields with a health or health-related international NGO or bilateral/multilateral organization is needed.
- Experience in developing enterprise architecture and interoperability frameworks for Ministries, Departments, and Agencies is essential.
- Experience in developing and implementing effective technology solutions in a public health setting is necessary.
- Fluency in English is necessary.
- Experience in adult training methodologies, as well as strong presentation and facilitation skills, is advantageous.
- A team player must be able to work autonomously daily with minimum supervision.
