ROLE: National Project Personnel – Administration (FFF)
The FAO Strategic Framework supports the transformation to MORE efficient, inclusive, resilient, and sustainable agri-food systems, contributing to the 2030 Agenda for improved production, nutrition, ecology, and life for all. The Regional Office for Africa (RAF) oversees FAO’s regional food security, agriculture, and rural development goals by identifying, planning, and implementing priority activities.
Project GCP/GLO/931/MUL funds FFF Phase II from 2018 to 2025. FFF partners include FAO, IIED, IUCN, and AgriCord. Its cost-effective, demand-driven delivery method has reached over 900 Forest and Farm Producer Organizations (FFPOs) in 10 partner nations. Building on its assistance for FFPOs and governments, FFF has greatly expanded its effect since 2018. Forest and farm producers and their organizations will be better equipped to engage in new cross-sectoral government procedures and offer landscape-scale climate response. More inclusive and sustainable business opportunities boost FFPO profits and improve rural poor social and cultural services. Women’s role in forest landscapes, value chains, and gender equality in producer groups are vital.
Report Lines
National Project Personnel reports to the Forest and Farm Facility Manager through the Country Coach and gives the Project Support and Admin Officer daily technical supervision.
Technical Focus
Lead and coordinate the Forest and Farm Facility implementation in Ghana, ensure the smooth flow of administrative and support work for FFF and its partners in compliance with FFF operational manuals and requirements and FAO policies, procedures, and practices, and provide procedural guidance to FFF and partner technical staff.
Tasks and Duties
The incumbent will do these tasks:
- Support annual call for proposals, proposal evaluation, and onsite admin and finance examinations of selected candidates;
- As the FFF Ghana administrator, you will be in charge of making and signing Letters of Agreement (LoAs) and Direct Beneficiary Grants (DBGs) according to the DBGs and LOA manuals. You will also be in charge of following up on implementation and monitoring using the FAO-standard FFF-LoA/DBGs package.
- Guide and supervise FFF partners to comply with administrative procedures and LOA/DBGs reporting requirements;
- Keep FFF monitoring system FORIS updated with country LoAs/DBGs’ reporting, payments, closure, etc.
- Perform onsite administrative and finance monitoring and partner record verification to support FFF Ghana organizational capacity building for FFPOs and comply with LOA/DBGs and FAO standards;
- Support evaluate FFF partners’ financial reports per FFF financial monitoring standards and recommend financial clearances to FFF HQ;
- Help Ghana’s FFF handle financial records and monitoring systems;
- Check partner expenses against budget and eligible costs during progress and final report reviews;
- Help National Facilitator manage country budget and FFF procurement requests according to FAO standards;
- Verify that FFF operational expenses match authorized budgets and that all commitment documentation is comprehensive and consistent.
- Track budget forecasts and help consolidate annual country budgets;
- Monitoring and verifying Ghanaian DBG/LOA partner contributions;
- Manage FFF Ghana activities, including travel arrangements, and manage meetings, workshops, and trainings under the project.
- Complete other tasks as needed.
Minimum Qualifications Required
Candidates will be evaluated against these
- University business, administration, and management degree
- Minimum 5 years of admin/financial monitoring, LOAs/DBGs formulation and execution experience.
- English proficiency, Nationality of the country
