POSITION: Financial Manager
The Financial Manager is in charge of overseeing financial operations, guaranteeing donor and private sector compliance, and managing funds for grant-funded and revenue-driven programs. This includes experience managing foreign donor-funded programs from the Global Fund, USAID, and DFID, as well as financial operations for the private sector. To match the organization’s overall financial and business objectives, the function requires skill in financial planning, budget management, reporting, compliance, and strategic oversight.
Duties and Responsibilities
Financial management and reporting
- Create and implement financial systems to enable accurate and timely financial transactions and reporting for projects financed by donors and the private sector.
- Responsible for accounts payable, receivable, payroll, and cash flow management.
- Create monthly, quarterly, and annual financial reports for internal and external stakeholders, such as funders, investors, and the board.
- Ensure compliance with internal controls, policies, and audit requirements for various financing sources.
Grant and Private Sector Financial Management
- Oversee grant-based finances to ensure compliance with donor-specific regulations (e.g., USAID’s 2 CFR 200, Global Fund financial frameworks, DFID compliance guidelines).
- Manage financial operations for private-sector initiatives, including precise revenue recognition, spending management, and profit analysis.
- Monitor cost recovery for fee-based services and goods in accordance with the organization’s business strategy.
- Act as the main point of contact for financial inquiries from donors, clients, and internal departments.
Budget and Financial Planning
- Oversee the creation of budgets for grant-funded and private-sector projects, ensuring alignment with strategic objectives.
- Conduct frequent budget variance assessments and financial forecasting for grant- and revenue-driven programs.
- Work with the program and business development teams to create pricing strategies and financial models for bids, including cost-benefit assessments.
Compliance & Audit
- Ensure compliance with donor and private sector financial reporting standards, such as tax legislation, financial reporting standards (GAAP/IFRS), and contractual commitments.
- Coordinate internal and external audits, responding to findings swiftly and executing corrective steps.
- Set up and maintain internal controls to reduce risks and assure data accuracy for both grant and private sector operations.
Providing strategic financial oversight for private sector initiatives.
- Provide financial analysis and insights to help private sector projects thrive, make investment decisions, and expand into new markets.
- Assist in talks with private sector clients regarding pricing, payment terms, and contract conditions.
- Improve working capital management for private sector efforts, such as accounts receivable and inventory management.
- Set financial success indicators for private-sector projects, such as profitability, ROI, and cost efficiency.
Financial Systems and Process Optimization.
- Use financial tools and systems to improve workflows for donor and private sector operations.
- Increase efficiency and accuracy by automating billing, payment collecting, and financial reporting operations.
- Educate and mentor employees on best practices in financial management for both grant and revenue-generating projects.
Risk Management
- Conduct risk evaluations for grant-funded and private sector financial operations.
- Keep track of cash flow, funding shortages, and financial risks, and offer measures to mitigate them.
- Ensure that financial risks are communicated and managed efficiently with senior management.
Capacity Building
- Educate program, business development, and finance teams on donor financial management standards, cost recovery measures, and financial sustainability for private sector initiatives.
- Work with teams to optimize grant usage, cost-efficiency, and revenue-generating strategies.
Qualifications
- A bachelor’s degree in accounting, finance, economics, or another comparable discipline.
- A master’s degree in finance, business administration, or a similar field is advantageous.
- CPA, ACCA, or similar professional certification is necessary.
Skill and Experience
Experience
- A minimum of 7-10 years of financial management experience, including at least 5 years handling donor-funded projects (e.g., USAID, Global Fund, DFID) and private sector financial operations.
- Proven experience with account management, financial modeling, and compliance for both grant and revenue-driven projects.
- Demonstrated ability to handle funds for fee-based services and private sector projects.
Technical Skills
- Thorough understanding of donor financial regulations (e.g., USAID 2 CFR 200, Global Fund, DFID) and private sector accounting standards (GAAP/IFRS).
- Advanced knowledge of financial software (e.g., QuickBooks, SAP, or similar ERP systems).
- Experience in financial modeling, cost recovery, and profitability analysis for private sector projects.
- Expertise with Microsoft Excel as a financial analyst

- External: Communicates with donors, private sector clients, auditors, banks, and other financial institutions.

- The timeliness and correctness of financial reports and filings for grants and private sector projects.
- Adhere to donor and regulatory financial guidelines.
- Effective budget management, including variance analysis and cost recovery in the private sector.
- Financial performance metrics for private sector projects include ROI, profitability, and cost-efficiency.
- Received positive responses from donors, clients, and internal stakeholders.
