POSITION: Project Officer 

FAO has advocated for an integrated and inclusive approach to forest and landscape restoration. FAO aids governments in planning, implementing, and monitoring restoration initiatives, as well as supporting the long-term development of nature-based or green and blue value chains.

Moreover, FAO helps to empower local foresters, farmers, and producer organizations to actively contribute to the necessary change under the Sustainable Development Goals (SDGs). Under the African Forest Landscape Restoration Initiative (AFR100), 34 countries made ambitious pledges to restore 130 million hectares. Germany is committed to continuing its support for AFR100 in order to speed the transition from commitments to implementation, since more attention is required to facilitate and support local communities and vulnerable groups in implementing local actions.

The project will help chosen countries meet their AFR100 commitments. It will build on existing AFR100 strategies, action plans, and platforms, as well as existing institutions and procedures (FAO and others), to accelerate implementation.

The position is in the Forestry Division (NFO), with a duty station at the Regional Office for Africa (RAF) in Accra, Ghana.

Reporting Lines

The budget holder (BH) and the Project Steering Committee (PSC) provide overall oversight and guidance to the Project Officer, who reports to the Senior Forestry Officer/Operational Project Task Force Lead in the Forestry Division (NFO) at headquarters and, for day-to-day management matters, to the Lead Technical Officer in RAF. He or she manages the project in close collaboration with the country teams, technical teams in the Forest and Landscape Restoration Mechanism (FLRM) and the Forest and Farm Facility (FFF) at NFO headquarters, and AFR100 project implementing partners, particularly the AUDA-NEPAD AFR100 Secretariat.

Technical Focus

Implementation of the AFR100 project (GCP/GLO/1208/GER(BMZ).

Key Results:

Comprehensive technical and policy experience to assist with the design, development, and implementation of programs, projects, products, and services.

Key Functions.

  • Provides technical leadership assistance in the planning, implementation, and evaluation of assigned projects; assists in the review of necessary papers and reports; establishes priorities; and communicates with relevant parties.
  • Programmes are coordinated, and assessments of issues and trends are reviewed in preparation for project implementation and impact evaluation or equivalent studies.
  • Supervises the creation of various written outputs, such as background papers, analyses, major sections of reports and studies, and contributions to publications.
  • Contributes to consultative and other meetings and conferences by proposing agenda issues, identifying attendees, and preparing documentation and presentations.
  • Participates in activities such as arranging training workshops and seminars, as well as delivering presentations on given themes and activities.
  • Leads field missions, including providing assistance to external consultants, government officials, and other stakeholders.
  • Provides guidance on the formulation of policies and strategies, as well as national protocols and guidelines, for initiatives in certain domains connected to FAO’s operations.

Specific Functions

  • Manages country-level execution with national project staff, coordinating technical, managerial, administrative, and quality assurance support from headquarters NFO teams (FLRM and FFF) and AFR100 Secretariat assigned experts.
  • Keeps in touch with regional and global partners including the AFR100 Secretariat, NEPAD, GIZ, WRI, and others to ensure continuous execution and engagement with other AFR100 programs.
  • Regional workshops and other inter-country knowledge sharing activities are organized by the Project Steering Committee (PSC), Project Advisory Committee (PAC), and technical teams within NFO to share knowledge and experiences in key thematic areas in accordance with approved work plans.
  • Creates and manages annual project work plans and budgets with NFO teams at headquarters, using suggested national work plans and budgets from the global project document and FAO regulations and procedures.
  • The RAF Administrative Assistant helps PSC members and NFO teams at headquarters keep technical and financial records of project activities and outcomes, as well as meeting and workshop minutes, decisions, and recommendations.
  • Follows reporting guidelines to submit timely, high-quality updates, six-month project progress reports, and annual reports to NFO headquarters and contributors.
  • Facilitates the recruitment and supervision of experts/service providers to fulfill regional tasks according to annual work plans (regional and national) to support project delivery.
  • Synthesizes successful results and distributes reports and information on best practices, methodology, and incentive mechanisms for replication and application.
  • Ensures RAF supports the project by doing related duties.

Minimum requirements

  • A graduate degree in political science, business administration, agricultural economics, development economics, rural sociology, food security, nutrition, sustainability, or a related discipline.
  • Seven years of relevant experience in project or programme management, administration, or related areas, technical cooperation-related activities, policy advice and analysis on food and nutrition security, agriculture and rural development, and policy and program monitoring and evaluation.
  • Working proficiency (proficient – level C) of English, as well as intermediate (level B) understanding of another FAO official language.

Technical/Functional skills.

  • Work experience in more than one place or area of work, especially in field positions, is advantageous.
  • Working knowledge (proficient – level C) of French is beneficial.

  • Relevant experience with restoration and landscape approaches to sustainable development.
  • Evidence of relevant experience working with producer organisations in rural areas.
  • Extensive expertise fostering inclusive sustainable value chain development, including the mobilization of funding and investment for nature-based enterprises.
  • Extensive and relevant experience working with women and youth, local communities, and indigenous people.
  • Demonstrated expertise in fostering new approaches, including information exchange and outreach strategies.
  • The ability to establish and sustain professional relationships with government authorities and international organizations.
