ROLE: Senior MERLA Advisor – USAID Ghana Fiscal Accountability Strengthening Activity

Project Summary

USAID Ghana’s Fiscal Accountability Strengthening Activity (FASA) promotes transparent, accountable, and inclusive public finance management at the national and sub-national levels to improve public sector service delivery. The Ghana-based initiative will encourage positive behavior for three goals:

  • Improve external audit and parliamentary oversight;
  • Citizens, NGOs, and media want PFM accountability;
  • Improved budget management and execution controls, predictability, and transparency;
  • Media, civil society, and citizens want PFM accountability.

Role Description

For USAID Ghana FASA, RTI needs a Senior Monitoring, Evaluation, Research, Learning, and Adapting (MERLA) Advisor. The Senior MERLA Advisor will head the monitoring, evaluation, and learning team. The MERLA Advisor will lead efforts to collect and analyze activity performance data, conduct rapid and other activity-related performance evaluations, assess, study, and analyze the local context, ensure activity reporting quality, and promote adaptive learning based on monitoring, evaluation, and learning.

Accra-based Senior MERLA Advisors report to the Chief of Party (COP).

The position depends on financing and awards.

Responsibilities

  • Manages the Activity Monitoring and Evaluation Plan (AMELP)’s development, implementation, and periodic revision, including the Performance Monitoring Plan (PMP) and Learning Plan/Agenda.
  • Leads project MEL system creation, implementation, refinement, and harmonization; establishes and operationalizes indicators, sets targets, and monitors progress per activity contract.
  • Manages data gathering, storage, and analysis tools with technical staff and instructs staff and partners on MEL system operations, collecting methods, and tools.
  • Helps local partner organizations and other stakeholders strengthen their technical, systems, and operational capacities.
  • Spearheads Collaborating, Learning, and Adapting (CLA) techniques, including Pause and Reflect and Results Review meeting leadership,.
  • Analyzes data, writes reports, and provides graphics and other visualizations for reporting and project communications.
  • Plan and manage intermittent political economy analysis (PEA) studies and performance reviews, collect and communicate lessons gained, and share activity achievements.
  • Supervises contract work plan activities with the COP and other Strategic Management Team members to ensure performance deadlines and outputs are met.
  • Develops an in-house and external learning agenda in collaboration with the communications team.

Qualifications

  • Bachelor’s degree and 12 years of experience, Master’s degree and 10 years, or equivalent.
  • Minimum 6 years of MEL experience in building and implementing M&E systems for international donor-funded projects.
  • Expertise in MEL reporting protocols, best practices, guidelines, methodologies, and approaches.
  • Experience using computer and/or web-based performance data recording and reporting systems and other technologies to improve monitoring system integrity and data collection/analysis/reporting/visualization.
  • Must possess strong management, communication, and organizational skills, with attention to detail, adaptability, and multitasking abilities.

Knowledge, Skills, Abilities

  • CLA concepts can be articulated and applied.
  • Strong knowledge of USAID development sector priorities and reporting requirements; experience with agriculture, governance, and/or GESI programs preferred.
  • MEL has experience measuring and promoting gender and social inclusion.
  • Experience helping local partners, organizations, and grantees technically.
  • Work effectively, responsively, and collaboratively with GOU ministries, anticorruption organizations, development and private sector partners, and academic and research institutions.
  • Strong English communication and interpersonal skills.
