ROLE: Senior Program Officer, Tax Equity (Ghana) 

The International Budget Partnership (IBP) ensures that everyone, especially marginalized groups, can understand and influence how public funds—their money—are raised and used. IBP is a non-profit that ensures government funds the needy. We work with 120 nations’ budget analysts, community organizers, and campaigners to enhance public budget systems for people. We gather facts, agitate for reform, and train people, so everyone can participate in budget decisions that affect them.

To assist African civil society organizations with taxation, IBP is initiating a tax fairness project. Senegal and Nigeria piloted the concept in 2021. Tanzania and Ghana will join the tax equity plan in 2023.

While civil society organizations have been using information to examine and affect public finances more recently, criticism of government income has been sluggish to emerge. With an initial development grant from the Bill and Melinda Gates Foundation (BMGF) and a subsequent grant from NORAD, this project will empower civic actors to advocate for equitable tax policy and administration, putting pressure on governments to raise revenue in ways that promote rather than exacerbate inequality. It will mean lower-income groups having a greater public participation in tax debates, restricting wealthier interests’ ability to disproportionately influence tax decisions and modifying the social compact.

About this role

The International Budget Partnership (IBP) is seeking a Senior Program Officer (SPO) to lead the tax equity pilot in Ghana. This is a chance for someone with tax policy experience and a passion for civil society advocacy to make a significant contribution to a new program at the premier worldwide civil society organization focused on fiscal accountability.

This position will be responsible for working with the IBP Regional Tax Manager, who leads the Africa Tax Equity Initiative, the IBP global tax team, Country Managers, and other IBP staff to implement all program components, as well as coordinating key activities with internal IBP and external resource persons. The SPO will also emphasize assistance for an effective coalition of tax equity actors, particularly marginalized citizen collective platforms.

Role Responsibilities

Essential job duties include, but are not limited to, the following:

  • Reporting to the Regional Tax Manager, the SPO will collaborate with the IBP global tax team and colleagues to establish and enhance IBP’s tax strategy for Ghana, aligning with the organization’s vision and goal.
  • Collaborate with the Regional Tax Manager and other tax team members to coordinate tax equality initiatives, including research, training, and advocacy.
  • Coordinate outreach and communications with partner NGOs and tax-related groups.
  • Effectively monitor and address difficulties during tax initiative implementation.
  • Collaborate with the Regional Tax Manager, IBP global tax team, and Development team to secure more resources for IBP’s tax expansion and consolidation efforts.
  • Collaborate with country-level PMEL and SALT teams to create a framework for monitoring progress and learning from initiatives.
  • Collaborate with other IBP teams as needed to maximize the effect of the tax program throughout the enterprise.
  • Create terms of reference for independent contractors involved in implementing the tax equity program, negotiate permission, and monitor consultants.
  • Manage IBP’s grants and awards for tax equity initiatives in Ghana, assisting the Regional Tax Manager with reporting to funding partners.

Education & Experience:

  • A master’s degree in economics, political science, public policy management, or a closely related discipline is preferred.
  • If the candidate has solid and continuous civil society tax lobbying experience, a bachelor’s degree in economics, political science, public policy management, or a related field may be considered.
  • 5–8 years of tax experience, including significant time spent working in or with civil society.
  • Experience implementing and administering initiatives to help civil society organizations engage and push for more openness, accountability, and participation in policy choices.
  • At least five years of experience in policy research, training, or network creation, preferably in the tax sector.
  • Exposure to national, regional, and/or global tax actors and networks
  • Understanding the complexities of Ghana’s political economy and public financial management.
