ROLE: National Professional Officer (Human Resources)

FAO has specialized in fighting hunger worldwide. FAO seeks food security and regular access to high-quality food for active, healthy lives. The Regional Office for Africa (RAF) manages 47 Sub-Saharan nations using Regional Initiatives to ensure successful delivery and demonstrate FAO’s impact on regional goals. RAF’s program delivery supports the 2030 Sustainable Development Agenda, guided by Sustainable Development Goals (SDG) 1 (No poverty), SDG 2 (No hunger), and SDG 10 (Reducing inequalities), which are essential to FAO’s vision.

Regional Office for Africa identifies, plans, and implements FAO’s priority initiatives in Africa to address regional food security, agriculture, and rural development priorities. It ensures a multidisciplinary approach to programs, defines regional objectives for FAO, and develops, promotes, and oversees FAO’s strategy response to regional priorities in partnership with headquarters departments and divisions. RAF also advises on incorporating regional priorities into the Organization’s Programme of Work and Budget, implements agreed-upon regional programmes and projects, supervises implementation, and highlights issues. RAF works with regional institutions like REIOs. The Regional Office promotes regional food security, agriculture, and rural development policy discourse, regional partnerships, capacity building, and resource mobilization.

Report Lines: The National Professional Officer (Human Resources) reports to the regional HR Officer.

Technical Focus

Helps manage personnel and affiliate human resources. He will collaborate with the Human Resources (HR) team and client office managers and personnel to provide HR services assistance and direction for Decentralized Offices (Dos) HR concerns.

Effective and efficient HR support for the Regional Office HR team.

Key Functions

  • Apply recruitment norms and criteria properly.
  • Create and maintain a local recruitment database for easy selection.
  • Support local staff recruiting by preparing and distributing position notices, evaluating and screening applicants, organizing and conducting interviews, and preparing selection reports.
  • Supervise the appointment and drafting of contracts for newly hired staff after delegated authority approval and the work of staff involved.
  • Maintain personnel data in the HR system and prepare reports on posts and staff.
  • Manage staff training and development based on needs and advise personnel and supervisors on training possibilities.
  • Answer questions, review cases, and advise the regional Human Resources Officer.
  • Help hire professionals and national consultants.
  • Complete other tasks as needed.

Particular Functions

  • Support staff and affiliate workforce (non-staff) recruitment: compile and distribute Vacancy Announcements (VAs), evaluate and screen candidate applications and the organization, arrange interviews, contact candidates/panel members, and organize logistics.
  • Represent the Human Resources Unit in selection panels, applying FAO standards consistently, and assess selection reports for compliance, quality, and timeliness.
  • Prepare documentation for new hires and follow up on onboarding and orientation.
  • Help the Human Resources Officer implement company HR programs, assess progress, and write reports, presentations, and outputs.
  • Promote staff development and learning through workshops, webinars, and internal/external training.
  • Research, analyze, and give accurate HR Officers and senior managers with staffing facts.
  • Help the regional Human Resources Officer with administrative reports, notes for file, and HR correspondence.
  • Join the HR Officer in creating SOPs, internal rules, and best practices for the HR function.
  • Orient and brief new hires.
  • Check and approve internal and external training requests for staff development. Assist in preparing the staffing PWB.

Minimum Requirements

  • Ghanaian citizen.
  • Advanced university degree in human resources, corporate management, or public administration and one year of relevant experience.
  • English proficiency (level C).
  • Local language proficiency (level C).
