HUBERT H. HUMPHREY FELLOWSHIP PROGRAM 2023–2024

The American Embassy in Croatia has made it official that there will be a competition for the Hubert H. Humphrey Fellowship Program for the school year 2023–2024. As part of the Fulbright exchange, this program gives accomplished mid-career professionals one year in the US to study at the graduate level without getting a degree, grow as a leader, and work closely with their US counterparts in their field.

By giving aspiring leaders and policymakers a taste of American society, culture, and fields of work, the program sets the stage for long-lasting, productive relationships between Americans and their professional counterparts abroad.

The U.S. Department of State is the main sponsor of the Hubert H. Humphrey Fellowship Program. It is run by an agreement between the Institute of International Education (IIE) and the people who run the program. These two organizations collaborate with a network of universities that were chosen in a competitive process to host Humphrey Fellows.

The Hubert H. Humphrey Fellowship Program is a joint American initiative in Croatia. The Croatian government and the U.S. Department of State jointly run its. Embassy in collaboration with the Agency for Mobility and EU Programs, and the Ministry of Science and Education.

ABOUT THE SCHOLARSHIP PROGRAM

Academic:

A non-degree program, the Humphrey program. Humphrey Fellows cannot, under any circumstances, switch from a non-degree to a degree position. The freedom from the demands of a degree program provides each Humphrey Fellow with the opportunity to follow a self-directed, individualized program at one of the participating host universities.

Fellows are not allowed to request a placement at a certain university. Via a tough selection process, roughly 13 schools have been chosen to host fellows in groups with affinities in themes and subjects. Each university is chosen based on its resources and the amount of help and direction it gives to the participants.

For academic and administrative support, there is a designated faculty coordinator on each site. Also helping fellows pursue well-balanced academic and professional programs are faculty mentors. Please click here to view a list of the 13 universities that were chosen.

Leadership and Professional Development:

Professional visits, workshops on specific abilities, conferences, training courses, and professional affiliations (sometimes called “placements”) are all examples of activities that enhance one’s career. The professional affiliation offers full-time, first-hand exposure to a U.S. workplace for a minimum of six weeks.

Each fellow creates, early in the academic year, a thorough schedule of practical professional activities tailored to their specific program goals with the help of the local campus coordinator and faculty mentors.

WHO CAN APPLY?

  • Professionals in the middle of their careers who are in leadership positions and have shown a commitment to public service and the ability to move up in their careers are good candidates.
  • Prospective candidates for the Humphrey Program should have at least five years of full-time experience (prior to August 2023) in their professional field and should be interested in the policy aspects of their field.
  • Applicants with only part-time employment histories might not be accepted.
  • To be eligible for graduate study programs in the U.S., candidates must have finished a degree program that took at least four years of full-time study.
  • Candidates should be proficient in both written and spoken English.
  • Candidates should have the necessary experience, skills, and commitment, and they should show how they will benefit from the Humphrey Program in a clear way.
  • Applicants should also indicate how their participation would benefit their institution and community.

BASIC REQUIREMENTS:

Interested applicants must have:

  • Croatian citizenship
  • Evidence of employment in the Republic of Croatia (full-time or by contract)
  • Five years of full-time professional experience in the relevant field
  • University degree (4-year undergraduate degree is required) or a Bologna Master level degree (5 years of study)
  • Proficiency in written and spoken English

ADDITIONAL REQUIREMENTS

Finalists for the Humphrey awards will be required to take the Test of English as a Foreign Language (TOEFL) latest till September 2022.

WHO CANNOT APPLY?

  • Ineligible candidates include recent university graduates;
  • university teachers or academic researchers with no management responsibilities (except in the fields of Substance Abuse Education,
  • Prevention, and Treatment and Teaching of English as a Foreign Language);
    individuals who have attended a graduate school in the United States for one academic year or more during the seven years prior to August 2023;
  • individuals with U.S. in-country experience of any kind lasting more than six months during the five years prior to August 2023;
  • individuals with dual U.S. citizenship or U.S. permanent residence status;
  • and individuals who have previously participated in U.S. Government-sponsored programs: Humphrey, Fulbright, and Junior Faculty Development Program (JFDP).

DOCUMENTS NEEDED

  • Applications must be completed in English. The following documents have to be uploaded to the online application by applicants – paper documents will not be accepted
  • Complete answers to all questions in the online application; essay responses in English must thoroughly address the questions/topics.
  • Two (2) letters of reference in English; one of which must be from the applicant’s current employer. Recommenders must submit letters of reference directly.
  • Official copies of grades and diplomas in English: Make sure that all of the transcripts you upload are valid, official documents. Transcripts and diplomas for each higher education degree have to contain a list of courses taken and grades received, bearing notarized translations and all official legalization stamps. Bologna diploma supplements in English are acceptable. Other transcripts of grades and diplomas must be translated and notarized if they are written in Croatian.

  • Original letter from employer confirming employment (maybe through a contract) in
