The Representative or Head of the Sub-Office oversees and guides the person in this position on issues related to the program, protection, external relations, and so on. Other senior staff and support units at the Branch Office and the Bureau at Headquarters may also be able to give advice and help with operations.

The person in charge represents UNHCR on the ground. They will be able to persuade and get help from others on important matters that are not routine. Contacts mostly with people about things that are important to the organization’s programs (e.g. counterparts in other organizations or at the working level in national Governments). The incumbent is in charge of the Field Office, which has no other professional jobs and less than 6 General Service jobs.

Staff members are also expected to do their jobs in a way that is in line with the UNHCR’s core values of professionalism, integrity, and respect for diversity, as well as its core, functional, cross-functional, and managerial competencies.

Duties

• Keep an eye on how the local authorities are meeting their international and international refugee obligations toward the people that UNHCR cares about in the AOR and report on it.
• Support and promote the UNHCR’s standards for how to treat people of concern.
• Make sure that the basic needs of the people in question are properly assessed with the help of the people who need help, the host government, and/or the competent implementing partners and/or UNHCR itself.
• Based on the needs, make sure that the planning, formulation, and budgeting of identified assistance projects are done according to the UNHCR programme cycle. Once an assistance project has been approved, make sure that identified assistance activities are carried out and monitored on time.
• Make sure that deadlines for monitoring and reporting on UNHCR operational activities are always met with the help of subordinate staff.
• Lead, coach, and encourage the people under you to keep the highest standards of conduct and behavior through one’s own actions and words.
• Any other duties or tasks that the UNHCR Representative of the country thinks are important or gives the person to do in order to meet the level of service in the organization.
• Represent UNHCR in meetings with other agencies and with local governments in the AOR.
• Make sure that the UNHCR’s global policies and standards for protection, programs, finances, human resources, and security are followed.
• Send project proposals to the UNHCR Representation or Sub-Office to help refugees and other people who need help, working with local authorities and NGOs.
• Do any other related work that is asked of you.

Minimum Qualifications

• Education and Work Experience in the Field
• Years of Experience/Level of Degree For P1/NOA: 1 year of relevant experience with an undergraduate degree; or no experience with a graduate degree; or no experience with a doctorate degree.

Field(s) of Education: 

• Business administration, economics, international relations, law, political science, or another relevant field.

Relevant Job Experience

Essential:

• Know what the UNHCR’s job is and how it works on the ground.
• Used knowledge of protection principles, operational arrangements and standards related to protection, help, UNHCR office management, and staff administration.

Desirable

• Both of them have worked in HQ.
