POSITION: Monitoring, Evaluation, & Learning (MEL) Officer / Data Analyst 

GIRSAL Limited, founded in 2019, is a non-banking financial institution dedicated to de-risking agricultural financing. GIRSAL provides credit risk assurances and agricultural lending support services to financial institutions to facilitate increased lending to Ghana’s agricultural industry. Who Are We Looking For?

We’re looking for a driven and diligent MEL Officer/Data Analyst to join our Knowledge Management team. The ideal candidate would be a proactive self-starter who is willing to take on new challenges and can work independently as well as under supervision. You must be quick to respond to shifting industry dynamics and business needs. Exceptional attention to detail in all aspects of work is required.

Job Description

This full-time position is located in Accra, Ghana. The MEL Officer/Data Analyst will focus on the following:

• MEL Responsibilities: Set up and administer MEL frameworks to effectively evaluate the impact of our credit risk assurances, technical services, and other activities.
• BI Responsibilities: Use Business Intelligence (BI) tools to manage data, produce visualizations, and facilitate data-driven decision-making.

Key Responsibilities

• M&E Systems: Create and administer M&E frameworks and systems that match with our strategic goals.
• Database management: Ensure the integrity and accessibility of our operating database.
• Data Analysis: Collect, analyze, and visualize data with powerful tools such as Excel and Power BI.
• Reporting: Prepare thorough reports that provide insights and recommendations to internal and external stakeholders.
• Learning: Capture insights and best practices from diverse efforts and share them with the team and the larger stakeholder group.
• Training: Lead training sessions for staff on MEL methodology and tools.
• Stakeholder Engagement: Collaborate with internal and external stakeholders to incorporate feedback into M&E efforts.
• Knowledge Management Collaboration: Actively work with the Knowledge Management team to improve data organization and access.

Skills Required

• Technical MEL Skills: Expertise in developing and implementing MEL frameworks and impact evaluation methods.
• Data Tools Proficiency: Proficient in Excel and Power BI; experience with Tableau, SQL, Python, and R is advantageous.
• Data Analysis and Communication: Strong analytical skills with a talent for producing clear and informative reports and presentations.

Learning and Adaptation

• Knowledge Management: Use Microsoft 365 products (SharePoint, Teams) to effectively manage documents and knowledge.
• Lesson Documentation: Skilled at documenting and communicating insights and best practices to improve organizational learning.

Qualifications & Experience

• Education: At least a bachelor’s degree in a relevant discipline. Additional qualifications and certificates are beneficial.
• Experience: At least two years in a MEL or data analysis role, ideally in the financial or development sectors.
• Technical proficiency is required, including knowledge of Power BI and Excel. Additional skills in Tableau, SQL, Python, and R are desirable.
• Interpersonal Skills: Effective collaboration with a wide range of stakeholders requires excellent communication skills.
