Finance Officer – Bank Reconciliation (AfCFTA) at African Union

Purpose of Job

To help maintain accurate and complete cash balances in the general ledger and trial balances at the division in line with AU financial rules and laws and International Public Sector Accounting Standards (IPSAS).

Main Functions

  • Leads the research and follow-up of all unresolved items on bank reconciliation statements and gives financial reports to the Unit Manager.
  • Keeps an eye on the bank balance, looks for old and uncollectible amounts, and gives advice on how to handle them.
  • Gives the head of the Financial Reporting Unit a monthly overview of bank reconciliations to look over. Also checks that the bank balances in the general ledger and trial balances are correct and reliable.
  • Work closely with the Financial Management Unit to make sure that new and old bank accounts are opened and closed with the right internal rules in place.
  • Keeps an eye on bank charges and all other banking actions to find mistakes and fraud.
  • Takes part in both regular and special audits of the AfCFTA.
  • Work with the Finance Officer in charge of accounts receivable and accounts payable to look into and fix long-overdue amounts found in the bank reconciliation.
  • Makes sure that cash balances are recorded according to International Public Sector Accounting Standards (IPSAS);
  • Makes sure that bank accounts are reconciled on time;
  • Keeps accurate and complete cash balances in the general ledger and trial balances according to AU RIF and IPSAS.

Specific Responsibilities

  • Leads the investigation and follow up of all outstanding items on bank reconciliation statements and report to the Principal Accounting and reporting Officer;
  • Supervises and analytically identify old and irrecoverable amounts on bank reconciliation and advise how best to resolve them;
  • Provides monthly summary of bank reconciliations for review by Principal Accounting and reporting Officer in addition, verify the reliability and accuracy of bank balances in the general ledger and trial balances;
  • Works closely with Financial Management Unit at AfCFTA and ensure that adequate internal controls are maintained in the opening and closing of new and old bank accounts;
  • Monitors bank charges and all banking activities in order to detect irregularities and fraud;
  • Participates in statutory and special audits of African Union Commission;
  • Liaises with the Finance officer in charge of Accounts Receivable and Accounts Payables to investigate and correct long outstanding balances posted from bank reconciliation
  • Ensures that cash balances are accounted for in accordance with IPSAS;
  • Ensures the timely reconciliation of Bank Accounts;
  • Maintains accurate and complete cash balances in the general ledger and trial balances in line with the AU financial rules and regulations and International Public Sector Accounting Standards (IPSAS);
  • Performs other related duties as required.

Academic Requirements and Relevant Experience

  • Bachelor’s degree in accounting, auditing, finance, or a related field with 5 years of relevant work experience in a national or international organization OR Master’s degree in accounting, auditing, finance, or a related field with at least 2 years of relevant work experience in a national or international organization.
  • Having a professional credential like a CPA, CA, ACCA, CIMA, Expert Comptable, or something similar is a plus.
  • You need to have done bank reconciliations in the real world.
  • You must have experience with financial tools or the finance module of enterprise resource planning (ERP) software like SAP or a similar ERP.
  • It would be great to have experience with IPSAS/IFRS in a big organization.
  • Know how to handle both internal and external audits.
  • Proven experience using ERP, ideally SAP, to process payments.

  • Must be computer literate and have a working knowledge of popular computer applications and systems;
  • Must have excellent writing, reporting, communication, and presentation skills.
  • Strong program/project management skills;
  • Strong analytical skills;
  • Excellent planning and organizing skills;
  • Ability to work with a wide range of people and groups; Those who want to join must be fluent in one of the main languages of the African Union, which are Arabic, English, French, Portuguese, or Spanish. It would be helpful to know one or more or even several other useful languages.
