Job Description

Description of Services
LINC is carrying out the USAID-funded Monitoring, Evaluation, and Learning (MEL) Platform initiative in Ghana. This Activity will provide USAID/Ghana with expert monitoring, evaluation, and learning services, as well as high-quality, demand-driven monitoring and evaluation technical assistance and analytical services to USAID/Ghana staff, implementing partners, and local country stakeholders, all of which will advance US foreign policy goals and USAID’s strategic objectives in Ghana.
The USAID Ghana MEL Platform aims to improve the efficacy of development partner-funded operations in northern Ghana. The Partner Information Liaison will be crucial in improving communication and coordination processes between the agency and its implementing partners, resulting in better programmatic and safety outcomes. This job is in charge of supervising, assessing, and reporting on general atmosphere issues, such as security, to maintain the safety and continuity of project activities throughout northern Ghana.
Key Responsibilities:
- Liaising with the proper GOG, CSO, PS, and traditional institutions/actors to collect situational awareness information and disseminate it to USAID and IPs for strategic decision-making.
- Provide detailed information/atmospheric briefings to new partners.
- Create and implement frequent information-sharing seminars to raise awareness and preparedness among agency partners.
- Develop and maintain an accessible, up-to-date, and user-friendly information management system that all IPs may input into, that tracks context/situational changes and trends (including environmental, climate, and security incidents) in Northern Ghana.
- Ensure that critical partners’ contact information is frequently updated and easily accessible.
- Conduct regular situational evaluations (including environmental, climate, and security occurrences) to identify potential threats and changes in the regional contextual landscape. Prepare extensive reports and presentations for IPs that include insights and recommendations for programmatic decision-making.
- Collaborate closely with relevant local government officials, international NGOs, CSOs, the private sector (PS), and other relevant groups to build a solid platform for comprehensive information sharing.
- Assist in the design and operation of emergency communication systems, such as a bulk SMS notification system.
- Contribute to the MEL Platform’s monitoring, evaluation, and learning (MEL) efforts, and serve as a point of contact for a USAID technical office as needed.
- Any other obligations as delegated by the Chief of Party.
Compensation: Competitive compensation based on experience and qualifications.
Required Skill or Experience
- A bachelor’s degree in a related discipline, such as journalism, international relations, security studies, or an equivalent qualification.
- A minimum of 5 years of experience developing partnerships, facilitating processes, and coordinating activities, ideally in an international or development environment.
- Strong awareness of Northern Ghana’s contextual, situational, cultural, and security landscape, as well as experience administering security protocols in high-risk contexts.
- Excellent interpersonal and communication skills, as well as the proven ability to convey and explain sensitive and technical information to a wide range of audiences.
- Experience with crisis management and emergency response planning.
- Ability to work independently with minimal supervision and manage many priorities against tight deadlines.
Desired skills:
- Previous experience working for international development groups.
- Demonstrated experience working in complicated and sensitive contexts, particularly in conflict or high-risk areas. Expertise in contemporary crisis management techniques.
- A thorough awareness of the sociopolitical processes and security challenges unique to northern Ghana. Understanding of local customs and practices that may influence development efforts (environmental, climatic, security) and strategy.
- Fluency in one or more northern Ghanaian languages, as well as an outstanding command of both written and spoken English. Experience creating and delivering training programs for a variety of audiences.
- Ability to express complex and sensitive concepts understandably.
- Strong analytical and problem-solving skills, including the ability to undertake extensive analytical assessments and make educated decisions under pressure.
- Certifications in conflict management, peace studies, emergency response, and related subjects are highly desirable. Capable of using technology and information management systems effectively. The ability to use modern communication and surveillance technology to improve real-time information operations.
- The position is situated in Tamale but needs frequent travel to project sites throughout northern Ghana.
