POSITION: Programmes Manager

Objective of the Role 

The Programme Manager will offer strategic direction and operational supervision in the planning, execution, and evaluation of TAMA Foundation Universal’s multi-sector development projects. The position is pivotal in promoting the Foundation’s mission.

The Programme Manager will supervise initiatives related to peace and conflict resolution, environmental and climate resilience, governance of natural resources (such as mining), and socio-economic empowerment. This involves directing the design of creative projects, managing research and stakeholder interactions, promoting capacity enhancement, and guaranteeing superior proposal creation and reporting.

The perfect applicant will blend technical knowledge, program management experience, and excellent stakeholder engagement abilities to foster significant and lasting change aligned with TAMA Foundation’s values and strategic objectives.

Main Duties

Programme Creation & Execution 

  • Oversee the organization and implementation of projects related to designated thematic areas.
  • Oversee implementation teams and guarantee the prompt execution of program activities.
  • Make sure that programmes consider gender issues, are aware of conflicts, and can withstand climate challenges.
  • Incorporate participatory methods and guarantee community ownership.

Team Supervision & Operational Management 

  • Ensure direct supervision and performance monitoring for consultants and community facilitators across various workstreams in the five Northern Regions of Ghana.
  • Make certain that project activities adhere to internal policies, donor requirements, and national standards, especially regarding safeguarding and Do No Harm principles.
  • Supervise work scheduling, purchasing, logistics, and daily activities to ensure prompt delivery of project results.
  • Monitor program budgets and expenses in collaboration with the finance team to guarantee value for money and clarity.
  • Assist with recruitment, onboarding, and performance management procedures in accordance with organizational HR standards.
  • Assist in the creation of organizational strategies, yearly planning, and institutional reporting activities.

Training and Skill Development 

  • Create and conduct inclusive training programs for local communities, youth organizations, traditional leaders, and partner organizations.
  • Conduct in-house training sessions for program personnel on technical topics, tools, and methods pertinent to their fields.
  • Create and distribute accessible training resources, guides, toolkits, and policy documents to facilitate knowledge sharing.
  • Create mentorship and coaching programs to enhance the capabilities of staff and local facilitators.
  • Assess the efficacy of training programs and revise materials according to feedback and changing requirements.
  • Assist in bolstering the capabilities of government institutions at the district and regional levels.

Participation and Representation of Stakeholders 

  • Interact actively with stakeholders at the district, regional, and national tiers, incorporating traditional leaders, local government entities, sector ministries, and development collaborators.
  • Create and sustain cooperative partnerships with government bodies, civil society organizations, and private sector participants to promote local ownership and ensure policy coherence.
  • Act as the organization’s representative in technical working groups, donor coordination platforms, and advocacy events across all administrative tiers.

Oversight, Assessment, Responsibility & Knowledge Acquisition (OARK) 

  • Supervise the creation, execution, and improvement of M&E frameworks, guaranteeing that indicators accurately reflect project results and effects.
  • Oversee the gathering, examination, and understanding of program data utilizing both qualitative and quantitative approaches.
  • Oversee the creation of donor reports, case studies, and internal dashboards that showcase responsibility and outcomes.
  • Organize quarterly and annual learning meetings to evaluate project outcomes and guide program adjustments.
  • Incorporate feedback mechanisms into program execution to enhance decision-making based on evidence.
  • Facilitate the incorporation of gender, equity, and inclusion metrics into MEAL frameworks.

Proposal Creation & Resource Acquisition 

  • Recognize and track local, regional, and global funding prospects that correspond with TAMA Foundation’s strategic goals.
  • Oversee the creation of engaging funding proposals, concept notes, and expressions of interest, while ensuring technical excellence and alignment with donor requirements.
  • Collaborate with internal technical teams and external partners to develop innovative, evidence-backed project concepts and structures.
  • Sustain and refresh a database of contributor needs, funding timelines, and partner information to aid active participation.
  • Act on behalf of the organization in donor meetings and networking events to promote resource collaborations.
  • Create budgets, logical frameworks, and theory of change papers as components of funding proposals.

Required Qualifications or Experience

  • Master’s degree in Natural Resources, Peace and Conflict Resolution, Environmental Science, Climate Change, Development Research, or Data Administration.
  • At least 5 years of experience in program management in the development or humanitarian fields.
  • Demonstrated expertise in a minimum of two out of the three thematic fields: conflict resolution/peace building, governance of natural resources, and climate change.
  • Proven experience in involving stakeholders at district, regional, and national levels, with robust connections in local governance and specialized sector agencies.
  • Solid abilities in technical report composition, proposal creation, training facilitation, and participatory research.
  • Experience overseeing collaborations with major donor partners in Ghana.
  • Knowledge of delicate, conflict-prone, or ecologically sensitive environments.
  • Proven ability to lead cross-functional teams and enhance employee growth.
  • The position is located in Tamale; applicants must be ready to relocate there.

  • Outstanding leadership, coordination, and diplomatic abilities, capable of overseeing multi-stakeholder platforms at district, regional, and national tiers.
  • Robust analytical, negotiation, and problem-solving skills, especially in intricate and politically charged settings.
  • Thorough comprehension of inclusive development, climate governance, and management of natural resources, along with the capability to incorporate cross-cutting themes like gender, youth participation, and spatial fairness.
  • Skilled in Microsoft Office Suite and project management tools (e.g., Power BI, MS Project), with excellent data analysis and reporting skills.
  • Proven experience in participatory research, policy evaluation, and development planning, preferably in marginalized or underserved areas.
  • Effective verbal and written communication abilities, with a history of creating top-quality reports, proposals, and policy briefs for donors, the government, and civil society.
  • Ability to create and facilitate training sessions, workshops, and knowledge-exchange events, including curriculum design for local government and community stakeholders.
  • Culturally aware and sensitive to conflict, possessing the capability to engage diplomatically in various multilingual environments.

Desirable Attributes

  • Capability to design and assess both quantitative and qualitative data through SPSS, STATA, QDM, NVivo, and Kobo Collect.
  • Acquaintance with social platforms such as Facebook, X, and YouTube.
  • Previous experience in the northern regions of Ghana.
  • Skills in GIS or data visualization, like infographics, provide an additional benefit.
